THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This notice announces the intent by the U.S. Army Medical Acquisition Activity (USAMRAA), 820 Chandler St, Fort Detrick, Maryland, 21702, to award a sole source contract to Orasure Technologies, Inc, 220 E 1st St, Bethlehem, PA 18015-1360 under the statutory authority 13.501(a). This contract is for the purchase of enzyme immunoassay (EIA) kits and the associated reagents for use at the Defense Health Agency (DHA), Armed Forces Medical Examiner System (AFMES). Health Agency (DHA), Armed Forces Medical Examiner System (AFMES) intends to procure a firm-fixed-price Blanket Purchase Agreement with a Five (5) Year Ordering Period for of enzyme immunoassay (EIA) kits and the associated reagents used performs drug screens on post-mortem, drug facilitated crimes, and investigative cases. Division of Forensic Toxicology (DFT) currently has the Orasure Technologies EIA kits and associated reagents in-house.� These kits are validated per the DFT standard operating procedures. Through continued assessment of competitor�s alternative products, Orasure EIA Kits continue to be verified by the Government as reproducible, and robust. Vendors that produce reproducible and reliable reagents are essential for meeting the AFMES-DFT mission. The validation experiments were done in accordance with the American Board of Forensic Toxicology (ABFT) accreditation standards. The need to first verify that alternative EIA kits do not affect the reproducibility or reliability, and forensically revalidate the kits will cost the government a significant amount of money and undetermined amounts of reagents and consumables. Development, validation and implementation of EIA kits has been completed; alternative competitors� kits would significantly delay the use of this procedure and cost the government additional money as the laboratory would be required to pretest, re-optimize, and forensically validate the method with different chemicals. This would require a suspension of drug testing for several weeks up to months of downtime.� Suspending drug testing for weeks would delay providing closure to survivors of Fallen Warriors, closing Combatant Commander Investigations, and clearing of flight crews to return to flight status. The downtime of an alternative kit in lost man-hours plus the additional expense of training staff and going through re-validations would be unacceptable to the Government as this requirement is mission essential. It is not in the best interest of the Government to compete and lose the amount of man-hours in training and re-validating of the customized kits that have already been invested. The intended procurement will be classified under North American Industry Classification System (NAICS) 325413 with a Small Business Size Standard of 1250 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable enzyme immunoassay (EIA) kits and the associated reagents are provided by Orasure Technologies, Inc, 220 E 1st St, Bethlehem, PA 18015-1360.
