Description
*REVISION OF THE SHIP CHECK DATES* This notice is being issued by the Naval Sea Systems Command to notify interested parties of the ship check schedule, beginning on 27 July 2020, for the upcoming solicitation N00024-20-R-4204 for the tow, dismantlement and disposal of the ex-KITTYHAWK and the ex-JOHN F KENNEDY. The solicitation is anticipated to be released on or before 24 July 2020.� General information regarding the ship check will be as follows: III.� GENERAL INFORMATION Ship Checks: Potential Offerors are required to inspect each vessel prior to the proposal submission due date.� Inspection of each vessel is mandatory to assess the scope of work required.� An authorized representative of the Offeror shall sign in with the INACTSHIPMAINTO representative at the time of inspection.� Offerors shall rely solely on their own inspections in determining the location of, and the method and extent of hazardous material removal and disposal required under applicable laws and regulations.� The Government explicitly does not warrant that the data provided represents a complete and accurate depiction of the location and extent of all hazardous materials. For the ex-JOHN F KENNEDY (CV 67), personal security clearances at the CONFIDENTIAL level are required for pre-proposal inspection of the vessel at the third deck and below.� OFFERORS WHO DO NOT INSPECT EACH VESSEL PRIOR TO SUBMISSION OF A PROPOSAL IN RESPONSE TO THIS SOLICITATION MAY BE CONSIDERED NON-RESPONSIVE AND MAY NOT BE CONSIDERED FOR AWARD. � Potential Offerors will have the following timeframes available for each ship check Ex-KITTY HAWK (CV 63): 27-31 July 2020 Ex-JOHN F KENNEDY (CV 67): 3-7 August 2020 Offerors may obtain non-destructive environmental samples, as necessary, consistent with INACTSHIPMAINTO procedures for the maintenance of vessels onboard hazardous materials. � To schedule a ship check, Offerors shall email a ""Request for Ship Check"" to Shannon Vineyard at Shannon.Vineyard@navy.mil , Tara Borntreger at Tara.Borntreger@navy.mil , and the respective INACTSHIPMAINTO Supervisor at least five days in advance of the desired date. Ex-JOHN F KENNEDY (CV 67) is located in Philadelphia, PA.� The site supervisor is Tom Deegan Tom.Deegan@navy.mil.� Ex- KITTY HAWK (CV 63) is located in Bremerton, WA.� The site supervisor is Keith Foris at Keith.Foris@navy.mil. � Participants in ship checks will be subject to security, safety, and other applicable regulations established by the Inactive Ships Maintenance Office.� Contractors conducting visitations must contact the respective sites for latest forms and instructions. � Offerors will be required to complete a Bidder�s Log Form and a Facility and Vessel Security Procedures/Requirements Forms, provided by the INACTSHIPMAINTO Supervisors listed above. The forms will be used by the Government to confirm Offerors completed ship checks. � Offerors performing ship checks who do not reside in the state where the vessels are located (Washington and Pennsylvania) are encouraged to review the travel recommendations set forth by the individual states and the Center for Disease Control (CDC). �As of the date of this release, there is no requirement to self-quarantine after arrival to another state, regardless of mode of transportation.� However, face coverings are required in all public settings when you cannot maintain six (6) feet away from others.� For more information on the CDC recommendations for travel within the US, visit https://www.cdc.gov/coronavirus/2019-ncov/travelers/travel-in-the-us.html.
