- Description
- The Department of the Air Force, 502D Contracting Squadron, JBSA-Randolph,�Texas intends to incorporate open market services into GSA RFQ 1443873 that is currently posted on GSA E-Buy. �The RFQ is to award a BPA to provide all services necessary to reconfigure existing furniture and relocate personnel, equipment and personal property.� Tasks include but are not limited to the following:� provide personnel, transportation, equipment, tools, labor, supplies, materials, and supervision required to remove, install, relocate and/or reconfigure modular furniture workstations, electrical and communications connections, secure and store as required, dispose as required, and documentation as required. Moving and moving related services to relocate Air Force Personnel Center (AFPC) personnel within their current building and/or between buildings on JBSA Randolph and deposition of government property. Loading/unloading, transportation and placement/set-up of items from and to existing Government storage locations on JBSA Ft Sam Houston and the relocation site may be required.�Several schedule holders responded to an RFI stating that the electrical and communication connections that are required are not part of their GSA Schedule. The Contracting Officer has determined that it is essential that the electrical and communication connections be included as part of the GSA BPA. It would not be cost effective to award a separate contract to have these services provided every time a reconfiguration and relocation service call was placed under the BPA. �It is critical that the Schedule holder that receives the BPA award is responsible for all installation requirements to include electrical and communication connections for the furniture. Therefore, in accordance with FAR 8.402(f), for administrative convenience, an ordering activity Contracting Officer may add items or services not on the Federal schedule to a Federal Supply Schedule blanket purchase agreement. The Contracting Officer is providing this notice to comply with the FAR Part 5 posting requirements for including open market items or services on a GSA BPA. The Contracting Officer anticipates the electrical and communication connections will exceed the dollar value in FAR Part 5 for posting requirements. This is a notice of intent and not a request for competitive proposals. No solicitation is available for this requirement except for the GSA RFQ on GSA E-Buy as stated above. Interested parties may submit a capability statement and pricing information for the electrical and communications connections requirement within seven calendar days of publication of this notice to be considered by the Government. However, as stated above the Contracting Officer intends to add these services as open market items to the GSA BPA RFQ. Therefore, only GSA Schedule holders with applicable GSA contracts will be able to compete for this requirement.
