- Description
- Pursuant to FAR 13.501, the Department of Commerce (DOC)/Enterprise Services intends to negotiate a sole source, firm fixed price contract with Global-LG Inc. for a turn-key delivery and installation of a GOES-R HRIT/EMWIN Direct Readout Ground System (DRGS) in order to complete its testing activities at the estimated price of $60K. The National Telecommunication and Information Administration (NTIA), Institute for Telecommunication Sciences (ITS) is currently engaged in a spectrum sharing analysis effort supporting the National Oceanic and Atmospheric Administration (NOAA)/ National Environmental Satellite, Data, and Information Service (NESDIS). This effort includes NOAA�s Geosynchronous Operational Environmental Satellite (GOES) technology and as part of this effort, requires ITS to replicate a GOES-R High Rate Information Transmission (HRIT) and the Emergency Managers Weather Information Network (EMWIN) receive capability. This procurement will provide the National Telecommunication and Information Administration (NTIA), Institute for Telecommunication Sciences (ITS) with the following supplies and services: HRIT DRGS System The contractor shall provide all necessary equipment, software, and supplies to install a GOES-R HRIT DRGS at the NTIA Table Mountain field site. This includes, but is not limited to, the following: �������� 1.0m toroidal dish �������� Dish mount �������� L-band block downconverter �������� Azimuth/Elevation head �������� 150ft coax cable �������� Rackmount computer �������� Ingest application �������� Image processing application �������� Automatic processing application �������� Receiver/demodulator �������� Other ancillary components Installation Services The contractor shall install the HRIT DRGS system at the designated government site in Section 4. This shall include installation of all DRGS components and end-to-end testing system to ensure proper performance for site acceptance. Warranty The contractor shall provide a minimum of one (1) year warranty on all equipment, software, and all construction/installation services. Training The contractor shall provide on-site training for up to five (5) government employees on the end-o-end operation of the HRIT DRGS system. This includes, but is not limited to, the following topics: �������� Antenna positioning/repositioning �������� Demodulator operation �������� Image processor operation �������� Troubleshooting/debugging of associated systems The contractor shall provide an agenda or syllabus to the COR a minimum of five (5) days prior to the scheduled training date. System Support The contractor shall provide business hours support Monday through Friday, 9am to 5pm local time. Support shall be available via phone or email. Email support requests shall be answered within one (1) business day of the request being sent. Global-LG LLC Inc in the only source for this work because Global-LG LLC is the selected vendor by the National Oceanic Atmospheric Administration (NOAA) to develop the earth-station/DRGS for the GOES-R DCS system, thus Global-LG LLC the only responsible source for this requirement. The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
