Description

The United States International Development Finance Corporation�(DFC)�Acquisition office has a requirement for a Personal Services Contractor (PSC) for one (1) FTE Chief Data Officer responsible for envisioning data-enabled strategies, data and analytics governance, and oversight and implementation of key data and analytic initiatives to deliver on DFC�s mission.� In this highly visible role, the PSC will collaborate with DFC OIT leadership and liaise with DFC customers to improve organizational effectiveness and use of data analysis across the agency.� This solicitation is only open to individual applicants. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC.� The level of effort and responsibility is generally equivalent to a GS-14, Step 1 through Step 4. The Government intends to offer one, firm fixed price contract to the individual whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ).� The anticipated period of performance is 31 August 2020 to 30 August 2021 with four (4) one-year option periods which will be exercised at the Government�s need or discretion. Basis for contract quote award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Applications and quotes will be evaluated using the factors identified in the attached RFQ. Noncompliance may be grounds to eliminate the quote from consideration for contract award. No hardcopies of the solicitation will be issued.
