- National Institutes of Health Expressions of Interest Sought for Space Availability The National Institutes of Health (NIH) seeks to lease the following space: State:�Maryland City:�See Delineated Area Delineated Area:�Within Montgomery and Prince George�s counties as further delineated as follows: Beginning at the intersection of the Potomac River and the W city boundary of Washington, DC (POB); NW along the Potomac River to Riley�s Lock Road; North on Riley�s Lock Road to River Road; East along River Road and continuing along Seneca Road (aka Rte 112); NE along Seneca Road to Darnestown Road (aka Rte 28); NE then SE along Darnestown Road to Muddy Branch Road; North along Muddy Branch Road to Great Seneca Highway (aka Rte 119); SE long Great Seneca Highway to Sam Eig Highway (aka I-370); NE along Sam Eig Highway and continuing E along the Intercounty Connector to Baltimore Avenue (aka Rte 1); SW along Baltimore Avenue to Powder Mill Road (Rte 212); East along Powder Mill Road to Edmonston Road (Rte 201) ; S along Edmonston Road, becoming Kenilworth Avenue (Rte 201) to Annapolis Road (Rte 450); W along Annapolis Road to Bladensburg Road (Alt Rte 1); W on Bladensburg Road to the E city boundary of Washington, DC; NW along the E city boundary of Washington, DC becoming Eastern Avenue NE to Western Avenue NW and the W city boundary of Washington, DC; SW along Western Avenue NW to with POB. Option Term:�128 months Additional Requirements:�Biosafety Level 2 meeting NIH Design Requirements Manual (DRM) design/ construction requirements, contiguous space contained within a secured perimeter and meeting minimum technical requirements of GSA leased space and the Program of Requirements (POR). This request for information is for planning purposes only and does not constitute an invitation for bid, request for quotation, request for proposal, or represent any obligation on the part of the Government to acquire any products or services. Your response to this will be treated as information only. The information provided may be used in developing acquisition strategy, statements of work or objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request or to otherwise pay�for the information submitted. �Those not able to provide all preferred features are still encouraged to submit information on the features currently available in the products and propose an application schedule for those features that are planned for the future. The Government has an immediate requirement for laboratory and laboratory support space for a lease yielding a minimum of ABOA 9,000 square feet and a maximum of ABOA 10,000 square feet. The lease term requirement is for 96 months firm with a 128-month renewal option.� The delineated area requires: Proximity to public transportation Parking for 30 employees Efficient Space Layout Security [lobby, loading dock access, parking, etc.,] Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year flood plain. The Program of Requirements (POR) provides additional technical requirements.� Based upon the EOIs received, the Government will consider tours to determine which Offerors facilities meet minimum technical requirements.� Based on market response, the ability of the Offeror to address minimum technical requirements of the program with partial or full built out BSL 2 space will be a key consideration. Additionally, please provide a breakout of operating expenses and taxes per RSF. ANSI/BOMA office area-(ABOA) square feet to be offered and expected rental rate per ABOA square foot, fully serviced. Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any. Date of space availability Building ownership information Amount of parking available on-site and its cost. Indicate whether expected rental rate includes the cost of the required government parking. Energy efficiency and renewable energy features existing within the building List of building services provided Name, address, telephone number, and email address of authorized contact. Your submittal for this expression of interest shall not include Market data relating to the advertisement of your facility. Expression of interest should not exceed 5 pages, single spaced 12 font size. CONFIDENTIALITY: No proprietary, classified, or sensitive information should be included in your response.
