Description
Sources Sought The US Army Medical Command, Regional Health Contracting Office-Central, is issuing this sources sought synopsis on behalf of William Beaumont Army Medical Center, Fort Bliss,�TX to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Any requests for a solicitation in response to this notice will not be honored. The Regional Health Contracting Office - Central �The Equipment is listed below. Hemostasis Analyzer Salient Characteristics Must provide clear, accurate, precise thromboelastographic assessment Must be portable, light weight, point-of-care test utilizing testing multi-channel cartridges Easy quality control protocol Must provide real-time results within minutes Real-time Data with manager software LCD touch screen color monitor minimum of 6.5�with user interface capabilities Data storage for educational training User login security utilizing username and password login FDA approved for a multitude of applications including trauma and CT surgery Ability to print results or view in real time with computer application Ethernet and USB connections for data storage and interface with WBAMC Electronic Medical Record (EMR). Vendor must agree to comply with the DHA Information Assurance (IA) requirements as identified as �Defense Health Agency (DHA) Cyber Logistics (CyberLOG) Cybersecurity/Risk Management Framework (RMF) Requirements (dated 02-07-2019)�. Must be able to obtain an approved Authority to Operate (AT0) Multi-channel cartridges System that is capable of providing results using sample of blood volume � Technical Support and Service included with Warranty Disinfecting protocol easy to follow Wireless/Bluetooth Capable Solid state hard drive, application-specific presets High-resolution, LCD� monitor, with anti-glare screen Vibration resistant Global hemostasis and platelet mapping capabilities Self-contained system Must provide digital and hardcopy of user and operator manual upon delivery of device. This request is anticipated to result in a Firm Fixed-Priced contract. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 339112 � ��Surgical and Medical Instrument Manufacturing��. The Small Business Size Standard is 750 employees. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Women-Owned Small Business, and Service-Disabled Veteran-Owned Small Business (SDVOSB), as well as the interest, capabilities and qualifications of various members of the Large Business community, to compete and perform a Firm Fixed Price Contract for this requirement. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. In response to this notice, interested parties shall submit a written Statement of Capability limited up to 5 pages and shall include the following information: 1) Organization name, address, email address, Web site address, telephone number, and size (small versus large business) and type of ownership for the organization; 2) Must provide documentation showing authorization. Must be authorized to provide maintenance and repair services on existing equipment. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this sources sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. A determination by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government. Interested Offeror shall respond to this Sources Sought Notice no later than�20�July 2020 at 12:00 P.M. CST All interested businesses must be registered in the Central Contractor's Registration (CCR) through the System for Award Management (SAM) at www.sam.gov to be eligible for award of Government contracts.
