This is a Sources Sought Synopsis; THERE IS NO SOLICITATION AVAILABLE. Requests for solicitation will not receive a response. Under FAR 52.219-14, Limitations on Subcontracting, at least 50% of the cost of contract performance incurred shall be expended for the prime contractor employees of the concern or other businesses within the same socioeconomic category for service-type procurements The Great Lakes Acquisition Center (GLAC) in Milwaukee, WI is conducting market research with the intent of determining the interest, capabilities, and qualifications of pharmacy to compound sterile preparations (CSPs) based on patient specific orders at Danville VA Medical Center in Danville, IL. This Sources Sought Synopsis is published for market research purposes. This market research will be used to determine if a set-aside for any small business program is appropriate. Proposed project anticipates competitive, firm fixed price contract. Please review this announcement, including all attachments, in their entirety. Request that interested offerors complete and return a Capabilities Statement as described below. Capabilities Statement will be used to identify firms who possess both the capability and experience to provide drug compounding services at the Danville VAMC. The Government is in no way obligated to do business with or to enter into any form of contract with any person, firm or other entity that receives or responds to this announcement o Contractor must be able to provide services Monday through Sunday o Contractor must be close in proximity to the Medical Center to deliver product within 30 minutes, when required by medications that have a short expiration time, due to beyond use date/time The period of performance shall be for one (1) Base Year of approximately 12 months and four (2) 12-month option years. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Places of Performance: VA ILLIANA HEALTH CARE SYSTEM 1900 E. MAIN ST DANVILLE, IL 61832 PERFORMANCE WORK STATEMENT (PWS) VHA Iliana Pharmacy Service Compounding Pharmacy Service Pharmacy Service has the need for a licensed pharmacy to compound sterile preparations (CSPs) based on patient specific orders at Danville VA Medical Center in Danville, IL. Contract Pharmacy Responsibilities: Compound sterile preparations of hazardous and non-hazardous drugs (typically low or medium risk) for unique patients based on receipt of provider order to comply with requirements of FDA 503a. All compounding will be completed by personnel trained in compounding, either a pharmacy technician or licensed pharmacist under requirements specified within USP 797. The product will be checked by a licensed pharmacist. All products will be labeled at a minimum with the following information: Patient name Generic name of drug Dose Solution Beyond use date (BUD) and time Manufacturer lot number Infusion recommendation (unless specifically provided) Compounding Pharmacy will be in full compliance with USP 797 Make available upon request proof of this compliance, including but not limited to Primary Engineering Control (PEC) certifications and results Compounding staff competencies, both initial and annual Cleaning procedures Completion of and compliance with VHA PBM Assessment Guide for ""Compounded Sterile Preparations"" which will be provided by VA Illiana Healthcare System Contractor agrees to provide to the Government copies of required certifications of equipment/cleanrooms within 30 days of completion Contractor agrees to provide copies of semi-annual viability testing within 30 days of completion Contractor will notify government if there are failures in terms of viability testing, time frame to address and copies of repeat testing. Unless otherwise specified by the Government compounding of product should be done in timely manner taking into consideration Beyond Use Dating of Product and handover to the Government or it s representative. Services to be provided Monday through Sunday consistent with the contractor s operating hours. Contractor agrees to a flat fee approach based on performance under current contract which is about 15-20/month. If the 3-month average exceeds 20 compounded units per month contractor retains right to ask to review set fee pricing. Contractor must complete Privacy and HIPPA training as well as the attached VA Privacy and Information Security Awareness and Rules of Behavior training (or proof of comparable training). Contractor must submit certificates of completion of privacy training for all employees to the COR, prior to beginning work on the contract, and annually thereafter. Contract Responsibilities The Government requires a one-year contract with two option years. In the event contractor and VA enter into additional agreement(s) for service this contract will be up for reconsideration and/or inclusion as part of those overall services.
