Description
(i) This is a combined synopsis/solicitation for 700,000 3-ply disposable, protective face masks as prepared in accordance with the format in Subpart 12.6, as supplemented in the attached Request for Quotes (RFQ). A firm-fixed price purchase order is anticipated. Simplified Acquisition Procedures IAW FAR 13 will be used. (ii) The solicitation number is 36C26019Q0610 and is attached. Offers must contain sufficient information to determine if they meet the salient characteristics listed in the solicitation otherwise, they will be considered non-responsive. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07 effective 07/02/2020. (iv) This solicitation is set aside 100% for Service-Disabled Veteran Owned Small Businesses and the associated NAICS 339113 code has a small business size standard of 750 employees. The business has been verified for ownership and control pursuant to 38 CFR 74 and is so listed in the Vendor Information Pages database (https://www.vip.vetbiz.gov). Must include business size and VIP certification in offer to be considered. Offers that do not include this information will be considered non-responsive. (v) Delivery Delivery schedule shall be 500,000 masks delivered 7 days upon receipt of order (ARO) with the remaining 200,000 delivered 30 days ARO. Masks shall be delivered to: Puget Sound VA Health Care System 1601 South Columbian Way Seattle, WA 98108 (vi) Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side-by-side comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. Offeror shall include a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. (vii) Quotes must be emailed to Amy.Kuczajda@va.gov and received no later than 1pm MST on 07/09/2020. Quotes may be submitted on the attached RFQ or the vendor s own form. No late quotations will be accepted. All masks shall be CDC certified and meet established Federal, State, and local Infection Control, VHA and Joint Commission regulations upon delivery.
