The Department of Interior (DOI), National Park Service (NPS), Interior Region 1, North Atlantic - Appalachian (IR1), New England Major Acquisition Buying Office (NE-MABO), is soliciting quotations on a Full and Open Competition After Exclusion of Sources basis from all interested businesses having the capability to perform the work described below. The solicitation will be issued electronically on the Contract Opportunities website at https://beta.sam.gov/search?index=opp. Quotation documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Specifications will be available in Adobe PDF format; and drawings will be available in PDF format. You are also required to have a DUNS number in order to conduct business with the Federal Government. ***** This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your quotation will be contained in the solicitation documents to be issued on or after the date listed below. ***** Proposed Solicitation Issue Date: Estimated on/about July 30, 2020. ***** The NAICS Code for this requirement is 236220, Commercial and Institutional Building Construction, is $39.5 million. ***** Title of Project: Provide Cyclic Maintenance to Preserve the Historic Province Lands Visitor Center, Cape Cod National Seashore. ***** Description: This project incorporates scheduled preventive maintenance procedures and preservation techniques in a comprehensive program to prolong the life of the Province Lands Visitor Center & prevent growth of deferred maintenance. The building's position on a high bluff overlooking the Atlantic Ocean, and fifty years of experience with the impacts of wind, sand and salt spray on the exterior and visitation from hundreds of thousands of visitors annually have led to the need to implement these procedures on a five to seven year frequency. The contractor shall note the historical significance of the site upon which the work will be performed. Because of the historic nature of this site, certain aspects of the work of this Contract may not be carried out with materials and/or methods commonplace in the modern construction industry. It shall be incumbent upon the contractor to furnish staff who can execute first-class workmanship in the materials and methods specified, and who will take any necessary precautions to protect the elements of this historic site not scheduled to receive work. 1) Exterior work includes: prepping and painting exterior wood trim, wood fascia, wood plywood & batten siding, assume 5% replacement of battens required, metal edge roof flashing, concrete block foundation and retaining wall, previously painted exterior doors and door frames, stabilizing, repairing and repointing loose concrete masonry unit (CMU) block on the retaining wall to basement, replacing downspouts with heavy gauge aluminum to match existing, replacing the air grille over the basement door, repairing and stabilizing the access ramp at the auditorium exit. repairing, reattaching and caulking all metal panels at the upper level observation deck. 2) Interior work includes: patching, prepping and painting audio/visual room walls, prepping and painting lobby walls, making repairs, prepping and painting to match existing lobby ceiling, prepping and painting the auditorium walls and ceiling, prepping and painting the walls and ceiling of the offices, prepping and painting the upper level lobby observation deck floor. ***** Type of Procurement: It is anticipated that a firm-fixed price contract will be awarded using Federal Acquisition Regulation Part 13, Simplified Acquisition, procedures requiring submission of both a technical and price proposal. The government will consider an offeror's technical capability and past performance in comparison to its price. ***** Estimated Price Range: Between $100,000 and $250,000. ***** Estimated Period of Performance: The Contractor shall commence this contract within (10) ten days after the receipt of notification to proceed. They shall prosecute the work with faithfulness and energy and in a neat and orderly manner so as to complete the work under this contract no later than 11/02/2020. **** Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. ***** A pre-proposal meeting may be posted and date/location will be noted in the solicitation. ***** All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns. Such concerns must also have the maximum practicable opportunity to participate as subcontractors in the contracts awarded by any executive agency, consistent with efficient contract performance.
