- Small Business Set-Aside
- HZC Historically Underutilized Business (HUBZone) Set-Aside (FAR 19.13)
- Description
- The NRC requires a Commercial-Off-the-Shelf (COTS) FedRAMP-certified solution from a HUBZone certified small business that includes product hosting in a cloud-based environment, migration of the existing NRC Intranet content to the new environment; and related maintenance support. Based on the NRCs extensive market research, the NRC identified Competitive Innovations, LLC, as the only HUBZone certified small business to be capable of meeting NRC's requirements. Accordingly, the NRC intends to solicit, negotiate, and award a contract to that firm to satisfy the NRCs requirements. The authority for this action is Sole source awards under the HUBZone Act of 1997-15 U.S.C.657a(seeFAR 19.1306). The contract will consist of a base period of one year (starting on or about November 1, 2020) plus four one-year options to extend the term of the contract. Any HUBZone certified small businesses that can clearly and unambiguously demonstrate their capability to meet the NRCs requirements as detailed above may respond to this notice by providing detailed information to support their capability assertion. The NRC will review any responses received to determine whether this could potentially be converted to a HUBZone small business set-aside (competitive). The determination whether to compete the requirement as a HUBZone set-aside or to continue to conduct it as a HUBZone sole source procurement based on such an analysis resides with the Contracting Officer.
