- The Department of Veteran Affairs, Veterans Health Administration, Network Contracting Office 6, Hampton VA 23667, intends to negotiate a Sole Source Firm-Fixed Price contract for STAT and Urgent Blood Bank Deliveries to the Durham VAMC. The Durham VAMC requires STAT and Urgent Blood Bank Deliveries for the Durham NC facilities. This is not a request for competitive offers and no solicitation is available. Market research has determined that these services are highly specialized are only available from a single source without an unacceptable delay or duplication of cost and no other type of services will satisfy agency requirements. The Government intends to award the contract with an effective date of October 1, 2020 to American National Red Cross, The 600 Forest Point Cir Ste A, Charlotte, NC, 28273. This is a Sole Source requirement to satisfy the minimum requirements of the Durham VAMC. The following work shall be completed. STAT and Urgent blood bank deliveries Red Blood Cells will routinely be provided with approximately 5 weeks dating upon receipt at the The contractor shall be responsible for transporting and storing blood components and specimens in such a manner to ensure the integrity of the specimen. Contractor will maintain all regulatory temperature guidelines for all products. The contractor will ensure that the processing storage and transport meets FDA and AABB regulations. Component containers shall be labeled in accordance with regulation guidelines. Blood Products will be free of gross hemolysis, lipemia and/or clots. STAT orders should be delivered to the facility within 1 hour of the order being received by the contractor. Urgent orders should be delivered to the facility within 2 hours of the order being received by the contractor. The contractor shall deliver supplies and provide courier services for reference lab specimens as requested by each facility on a twenty-four (24) hours per day, seven (7) days per week, including holidays. This synopsis announcement is being issued for information purposes only and does not constitute a solicitation or request for competitive proposals. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this synopsis. This synopsis shall not be construed as an obligation on the part of the Government to acquire any products or services.
