Statement of Work Customizable Communication Platform VA Texas Valley Coastal Bend Health Care System 2601 Veteran Dr, Harlingen, TX 78550 General Information The VA Texas Valley Coastal Bend Health Care System (VATVCBHCS) in Harlingen, TX requires a leased communication board system throughout the Health Care Center (HCC) and Community Based Outpatient Clinics (CBOC)s. There is currently no system in place within VATVCBHCS. Contract Title: Customizable online patient health care communication system that utilizes digital signage and interactive screens Background: VATVCBHCS requires the establishment of a leased system that is interactive with both the patients and staff. In response to the COVID-19 pandemic, VATVCBHCS has been tasked to provide accurate and timely information and education, not only about COVID-19, but also important health and wellbeing messaging. Our facilities will be able to provide Veterans and the community a full range of primary, specialty and chronic health care services in a system that is readily accessible and responsive to change. Scope of Work: The Veterans Experience Office (VEO) and the Public Affairs Office (PAO), underneath the Office of Director, are committed to advancing Veterans health education by providing a contract for a digital patient health education system. The Veterans Experience Office believes, that health education content would improve compliance and improve success rates with national initiatives, such as Whole Health and Patient Centered Care. It is imperative that patients continue to manage their health; and it is our duty to remind them and deliver information that helps them do so. Period of Performance: The period of performance (POP) of this contract shall consist of one twelve-month base period. At the discretion of the Contracting Officer (CO), the Government may exercise up to four, twelve-month option periods. Type of Contract: Firm-Fixed Price General Requirements Specific Task #1: Provide licenses as needed and unlimited access to an online patient health care education and health care system that is customizable to support all VATVCBHCS facilities. The health care education online patient health and care system should be commercial (the government is not looking to develop a system), and must be capable of providing the most trusted, meaningful and timely communication and education to patients and healthcare staff. Additionally, the online patient health and care system should allow for unlimited capability to have custom messages created for use on waiting room monitors (ST#2). All monitors must be capable of operating independently of the others. Specific Task # 2: Provide and install the following leased supplies in waiting room and exam rooms throughout the VATVC BHCS: Quantity Product Description 35 49"" Digital Screen with built in media player, flat wall mount bracket. 25 Cradelpoint Cellular Devices 50 22"" digital touch-screen with built in media player Seeking interactive exam room touchscreen monitors that offers education to Veterans by any healthcare provider through multimedia functions within the interactive touchscreen. This same interactive touchscreen shall be able to display medical articles for managing health issues that can be emailed to Veterans or family members email address, as well as can ask Veterans to conduct patient survey s or access their MyHealthyVet account. This can all be done within the exam room the Veteran is in. Specific Task # 3: Provide training on use of the health care education online patient health and care system an onsite consultant (40 hours required during normal working day (8:00 A.M. CDT. to 4:30 P.M. CDT)), and after the health care education online patient health and care system is operational to assist in use and a customer support line that is available 24/7 for general assistance/questions. Specific Task # 4: Provide leasing warranty for the products as is industry standard for scope and duration. Specific Task # 5: Provide combined licensing and support package for the health care education health care education online patient health and care system that will keep the account up to date and the health care education online patient health and care system functioning at 100% of its capability from the beginning from the online patient health and care system s start-up through option period # 4. Specific Task # 6: Provide all labor and hardware to install an independent WIFI online patient health and care system throughout the medical for the online patient health and care system to run off independently. The monthly service charge for WIFI services shall be included into ST # 5 above. Product Specifications: Commercial-Off-The-Shelf Thirty-five (35) 49"" digital screens with built in media player and flat wall mount bracket Fifty (50) 22"" digital touch-screen with built in media player Twenty-five (25) cellular devices installed at all clinics within the healthcare system Cellular devices shall have strong enough signal to be able to communicate with hardware components located in waiting and exam rooms Capable of operating independently from one another System must be able to display a 3D interactive anatomical model System/monitor that can be drawn on or written on to highlight certain areas of the anatomy System that can display medical articles and email those articles to patient or family member System that allows the patient to conduct survey s or access their MyHealthyVet account from monitor All hardware shall be compatible and interfaceable with the pairing software licenses provided within this requirement The system shall be able to operate its display in two modes: Passive and Active Passive Mode shall feature customizable VA messaging while patients wait in the exam room without touching the device Spanish Guide Access Performance Monitoring: There will be a designated federal employee assigned by the COR to ensure that all equipment is installed and functioning correctly. Costs incurred by the contractor through the actions of parties other than the CO shall be borne by the contractor. Security Requirements: N/A Risk Control: If services and products do not conform to contract requirements, the Government may require the contractor to perform the services again in conformity with contract requirements, at no additional cost to the Government, if appropriate.
