STATEMENT OF DUTIES POSITION DESCRIPTION BACKGROUND USAID�s Office of Transition Initiatives (OTI) is seeking highly motivated, highly qualified individuals who want the opportunity to help support rapid international transition programs for priority conflict-prone countries. Created in 1994 as a distinct operating unit within USAID, OTI helps local partners advance peace and democracy in politically-transitioning countries. In support of U.S. foreign policy, OTI seizes emerging windows of opportunity in the political landscape to promote stability, peace, and democracy by catalyzing local initiatives through adaptive and agile programming. Countries experiencing a significant political transition in the midst of a disaster or emerging from civil conflict have unique needs that cannot be fully addressed by traditional disaster relief.� Timely and effective assistance to promote and consolidate peaceful, democratic advances can make the difference between a successful or a failed transition.� OTI assists in securing peace by aiding indigenous, mostly non-governmental, civil society and media organizations.� OTI uses such mechanisms as support for re-integration of ex-combatants into civilian society; development of initiatives to promote national reconciliation; identification of quick-impact community self-help projects to meet urgent economic needs; and aid to independent media outlets and community-based organizations to help promote informed debate and broaden public participation. To respond quickly and effectively and meet its program objectives and mandate OTI retains a group of high level professionals and experts under U.S. Personal Services Contracts (USPSCs). These knowledgeable and skilled professionals make up the vast majority of the OTI work force and are at its forefront implementing and achieving the office�s programmatic goals and objectives. For more information about OTI and its country programs please see: http://www.usaid.gov/political-transition-initiatives Introduction The Senior Digital Technology Advisor is responsible for establishing and maintaining relationships with U.S. Government agencies working in digital technology, communication and media, particularly in Office of Transition Initiatives (OTI) countries; assessing the digital technology needs and applications for OTI country programs; evaluating the digital technology-related work of grantees; articulating OTI�s position and practices on digital technology issues, consistent with USAID and USG policy; and ensuring that USG and OTI interests are protected and coordinated.� The Advisor will also be responsible for monitoring the work of the OTI field offices worldwide with respect to digital technology-related activities, and providing OTI/Washington with regular reports that include observations, forecasts, and recommendations. The Senior Digital Technology Advisor serves as a liaison for digital technology development and application between OTI and different offices/bureaus within USAID Washington, the State Department, USAID Field Missions, the U.S. Ambassador or her/his Representative (in the absence of a USAID Mission), other parts of the U.S. Government, international organizations, and the non-governmental community and digital media industry in Washington, nationally and abroad. In this context, the Senior Digital Technology Advisor will visit, as necessary, both ongoing OTI country programs as well as proposed and potential country program sites. CORE FUNCTIONAL AREAS OF RESPONSIBILITY DUTIES AND RESPONSIBILITIES The OTI Senior Digital Technology Specialist position utilizes the experiences and skills gained from leveraging and using digital technology applications and tools in support of political transition programs and training and mentoring of OTI staff on the benefits and challenges of their use. The PSC will also be involved in the use and leverage of digital technology in the strategic design, implementation, and monitoring and evaluation of OTI country programs, and the extraction of broader lessons learned to inform the development of cross-program implementation and management products and approaches. The incumbent is considered an expert in the field of digital technology, and has the demonstrated experience and skills to effectively support these programs and OTI interests both in the field and in Washington, DC. The work of the Senior Digital Technology Advisor requires teamwork, the exercise of discretion, judgment, and personal responsibility. As a member of a highly operational office, the incumbent is willing and able to perform a wide range of administrative functions to help ensure programmatic success. The incumbent is highly flexible and willing to work under conditions of ongoing change, and remains professional and respectful of colleagues and authority in a diverse workforce. Travel up to approximately 50% of the time is possible.�� Under the direct supervision of the DCHA/OTI Deputy Chief, Program Performance Management (PPM), the Washington-based Senior Digital Technology Advisor will perform the following duties: At the GS-14 Senior Digital Technology Advisor: Serve as OTI�s subject matter expert and provide technical support on topics related to digital media and technology, including advising on the efficacy and relevance of digital technology, activities and applications in meeting OTI country programs� objectives and interests, globally; Conceptualize and design of country specific digital technology strategies, activities and practices for prospective and new country programs in close collaboration with the relevant OTI/Washington Regional Team Lead; Travel to current OTI programs to assist in the design, implementation, and monitoring and evaluation of digital technology programming and use. Where appropriate and relevant, work with country teams to better integrate and leverage digital technology tools and applications with their other programmatic efforts; Negotiate digital technology-related program and project agreements with commercial, governmental and non-governmental counterparts, under the guidance and supervision of an OTI/Washington Regional Team Leader or designated Country Representative; Monitor and review work plans, activities and performance and evaluate program outcomes of OTI contractors and grantees with respect to digital technology related projects to ensure application of best practices, consistent with OTI and USAID ethical and privacy expectations; Coordinate OTI�s digital technology related activities with the efforts of USAID Missions�through mission counterparts�and other international organizations in support of OTI country programs and broader USAID efforts; Execute closeout activities related to OTI digital technology programming and provide technical assistance to ongoing evaluations of OTI digital media programming in the field; Identify or seek out service providers, NGOs, international donors, USG agencies and other organizations of importance to OTI programs in Washington and overseas to develop and maintain professional relationships with counterparts on digital technology� programming and implementation practices; Conceptualize, adapt and recommend relevant OTI�s office-wide strategies on digital technology programming, incorporating lessons learned from OTI and other organizations experience working with digital technology in stabilization, political transitions and development; Identify gaps in local capacity and work closely with staff to fill those gaps through a combination of internal trainings and external recruitments. Provide remote and onsite training and mentoring on digital technology for new OTI or contractor staff both in Washington and the field as required. Serve as the principal technical resource and manager of the OTI Digital Media Bootcamp training series; Develop and improve country program monitoring and evaluation systems with respect to digital technology program components; Conceptualize and design, in close coordination with high-ranking USAID and other U.S. Government officials, specific country digital technology activities and applications including, where appropriate, USAID funding levels and requirements; Seek out, develop and maintain professional relationships with relevant USAID, US Government and digital media industry counterparts regarding the consideration of policies and requirements of relevance to OTI its programs and interests; Act as a DCHA/OTI representative in high-level digital technology venues related to USAID and other U.S. Government officials, UN organizations, international non-governmental organizations, other international donors and national leaders, civic activists and community members; Maintain visibility on the use of digital media and technology by OTI�s field programs and keep FPD and Senior Management apprised of progress and/or concerns. Serve as the OTI�s Leadership�s principal expert on program related digital technology strategy, implementation and policy issues; Serve as a core DC member and coordinator on OTI�s Media Cohort, a group of three to four subject matter experts responsible for supporting and advising on field program implementation and OTI and broader USAID strategy, and manage a roster of international technical consultants to supplement the Office�s digital media and technology capacity; In close consultation with OTI�s other technical experts, including Media Advisors; Monitoring, Evaluation and Learning Specialists; and the Data Analysis Team, develop and manage the OTI Program Performance Review process as it relates to digital technology. Serve on temporary details within the office, not to exceed six months. Duties performed while on detail will be aligned with the Team�s existing duties and responsibilities as well as directly related to the scope of work provided; and Supervise staff as delegated by the OTI supervisor.� Provide orientation, training, and mentoring for staff supervised; assign work, explain how duties are to be performed to meet expectations and communicate how the successful performance of those duties will be measured; evaluate staff performance; recognize good performance; communicate where performance needs to be improved; resolve complaints; and approve leave requests and timesheets as well as training, travel and program and operations requests. SUPERVISORY RELATIONSHIP: The Senior Media Specialist will take direction from and will report to OTI�s Deputy Chief, Program Performance Management (PPM) or his/her designee. SUPERVISORY CONTROLS: The Supervisor will set overall objectives.� The employee and the supervisor together will develop deadlines, projects, and work to be accomplished.� The incumbent is expected to take initiative, act independently, and manage his/her tasks with minimal supervision. 12. PHYSICAL DEMANDS The work is generally sedentary and does not pose undue physical demands. If traveling overseas, the employee may be subject to some additional physical exertion including long periods of standing, walking over rough terrain, or carrying of moderately heavy items (less than 50 pounds). 13. WORK ENVIRONMENT: Work is primarily performed in an office setting. If the employee travels overseas, the work may additionally involve safety and/or security precautions, wearing of protective equipment, and exposure to severe weather conditions. II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION (Determines basic eligibility for the position. See detailed instructions for demonstrating Education/Experience under �Submitting an Offer�) At a minimum, the offeror must have: A Master�s degree in a related field such as, but not limited to, International Affairs, International Development, Human Geography, Digital Technology, Media or Data Analysis, with a minimum of seven (7) years of professional experience in the use of digital technology in support of project management in USG foreign affairs agencies, large international organizations or international media or organizations; OR A Bachelor�s degree in a related field such as, but not limited to International Affairs, International Development, Human Geography, Digital Technology, Media or Data Analysis, with a minimum of nine (9) years of� professional experience in the use of digital technology in support of project management in USG foreign affairs agencies, large international organizations or international media organizations; AND A minimum of four (4) years of experience in conceptualization, design, management and oversight of digital technology projects and their use relevant to political transition and/or post-conflict foreign assistance programs; One (1) year of overseas field experience in one or more developing countries; III.
