- This solicitation is restricted as a Small Business Set Aside for businesses that are registered in SAMS (https://sam.gov/portal/SAM/). A Technical Evaluation of vendors quote will consist of technical capability to provide and perform specifications requested and offer must be found technically acceptable by Naval Medical Center Portsmouth after review. If response does not include enough information to perform a technical evaluation it will be considered Non-Responsive. Quotes should reflect pricing on all items for consideration (NO PDF Files), the quote can be accepted in a locked word document. All other documentation PDF�s are acceptable. The information identified in Section M of the RFQ must be included in your response. The government reserves the right to make a �Best Value� award with 1st consideration to vendors the ability to meet the technical criteria. This requirement will be issued as a �Best Value� requirement.� Evaluation factors include: technical criteria, past performance, and price. Additionally, the government reserves the right to make an �all or none� award. Potential sources shall be capable of furnishing all labor, materials, facilities and equipment required to accomplish the manufacture of the test fixtures required. Generally, the work to be accomplished includes machining the following: � Axial stage Axial testing top component (stainless steel block with low friction plastic) Small torsional testing bottom pot (2.25� inner diameter) Large torsional testing bottom pot (4� inner diameter) Small torsional testing top pot (4� inner diameter) Large torsional testing top pot (8� inner diameter) 3 and 4 point bend top component 3 and 4 point bend bottom component Cantilever roller Cantilever stage Cantilever specimen holder Cantilever specimen holders with detachable bottom for potting (x2) Desired material for all machined parts is stainless steel (304SS) but the Government is open to discussing if aluminum would be a better option for some parts. Other necessary items for axial testing (cross-table will connect to stage, bench vise to cross-table): Cross-slide table (50lb capacity) Rotating head bench vise All necessary parts to make pieces fit together/in machine will be purchased by bidder and accompany machined parts. Including: Screws (M8x1.25, M12x1.25, etc) (Stainless steel) Universal joints (x2 for torsion) T slot nuts and bolts, etc. Our expected series of events: Travel to Naval Medical Center Portsmouth to measure MTS Machine and speak with Bioengineer about preliminary part drawings and ways to make the parts fit together Coordinate with Bioengineer about part drawings, requirements, and receive final approval Travel to NMCP with machined parts and purchased parts necessary to ensure proper fit and meets all testing requirements. Rework parts if necessary.
