- DESCRIPTION: The National Institutes of Health � NIAAA/� �The Laboratory of Molecular Physiology (LMP) requests the purchase of 2 Hybrid Photon Detectors (HPM-100-40), 1 Time-correlated single photon counting (TCSPC) module (SPC-150-N), 1 TCSPC Routing Unit (HRT-41) and a compatible PC with PCI slots to control these components. The requested time-correlated spectroscopy components are specialized instrumentation manufactured by Becker and Hickl (B&H), GmbH in Germany and distributed by Boston Electronics, the sole sales representative for B&H in the USA. These components will be used to replicate an automated spectroscopy system developed in our lab at NIH (Auto-FPFA: An Automated Microscope for Characterizing Genetically Encoded Biosensors. T. A. Nguyen, H. L. Puhl III, A. K. Pham & S. S. Vogel. Scientific Reports 8:7374 1-17, 2018) that was previously designed around these same B&H components. We therefore know that this design with these requested components will work for our specific experimental needs. Additionally, over the past ten years LMP has developed several software routines specifically to control B&H detectors and TCSPC modules, as well as for data analysis of data in B&H�s proprietary file format. The use of components from other manufacturers would require extensive new software development. Furthermore, LMP has been operating several other microscope systems based on B&H detectors and TCSPC modules for many years. Thus, the operation and maintenance of this new microscope system will require little additional effort.� This proposed procurement is for a service for which the government intends to negotiate with one source to Boston Electronics located in Brookline, MA.� �However, we will accept and evaluate all proposals submitted and will award if the equipment is comparable, compatible and the price lowest to any vendor or distributor who submits the winning quote.� In order to comply with the requirements in this Special Notice, the responses should be based on our interpretation of the general requirements provided- Specs listed below.� Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice is not a request for competitive quotes. However, all quotes received within the time and date of publication of this ""Special Notice� will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
