Description

THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United States Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 13.106-1(b)(1)(i), with Vicon Motion Systems Inc., 3750 S. Robertson Blvd, Suite 100, Culver City, CA 90232 as the only responsible source that can provide optical motion capture cameras compatible with the existing Vicon data acquisition system and existing Vicon software.� This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2020-06 are incorporated. The U.S. Army Aeromedical Research Laboratory (USAARL) intends to procure a firm-fixed-price requirement for eight (8) Vicon Vero v2.2 optical motion capture cameras to augment USAARL�s current existing Vicon Motion Tracking Camera system. Currently USAARL owns a Vicon Motion Tracking Camera system that includes cameras, data acquisition systems (Vicon Giganet) and software (Vicon Nexus, Polygon and Vicon BodyBuilder). The existing system is used to support a current research program and the new Vicon cameras are required to support a new research program, allowing both research programs to collect data concurrently while sharing the same support data acquisition and software programs. Failure to procure the specific Vicon cameras would lead to delays in reaching project milestones and deliverables due to obtaining a new data acquisition system and software, installation of equipment, training on new equipment and software and developing new software algorithms to analyze the data. Vicon Motion Systems is the sole manufacturer of the Vicon Vero Camera and no other optical motion capture cameras are inherently compatible with the existing Vicon data acquisition system and existing Vicon software. As a result, Vicon Motion Systems Inc. is the only contractor that can provide the optical motion capture camera. The intended procurement will be classified under North American Industry Classification System (NAICS) 333316 with a Small Business Size Standard of 1000 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically optical motion capture cameras are provided by Vicon Motion Systems Inc., 3750 S. Robertson Blvd, Suite 100, Culver City, CA 90232.
