VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C260-20-AP-3288 Contracting Activity: Department of Veterans Affairs, RPO West, Network Contracting Office 20 in support of Portland VA Medical Center. 2237: 648-20-3-1551-0225. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: This is an urgent requirement to procure CleanSlate UV Mobile Device Sanitizers in wake of the recent COVID-19 pandemic. The purpose of the CleanSlate UV mobile Device Sanitizer is to rapidly disinfect a range of portable electronics in healthcare while gathering compliance data. EST Cost: $179,550.00. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This acquisition is in direct support of the COVID-19 National Emergency. The supplies described in paragraph 2 are an immediate need to deal with the COVID-19 pandemic. This requirement meets the statutory definition of having unusual and compelling urgency as the impact of not having this contract could affect VHA caregivers directly and VA patients. Description of market research conducted and results or statement why it was not conducted: Due to the urgent nature, limited market research was performed. The Original Equipment Manufacturer (OEM), CleanSlate UV, was sent an email on May 4, 2020 inquiring about the VHA emergency COVID-19 requirement. In the response, CleanSlate UV stated that they could accommodate the VHA requirement, but that they do not sell directly and are not in SAM. They stated that they have only one authorized source for this requirement, Standard Communications, Inc. Standard is a Vetbiz certified SDVOSB. Contracting Officer's Certification: Purchase is approved in accordance with FAR 13.106-1(b)(i).
