- NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT In compliance with FAR Subpart 13 coupled with the provisions set forth by FAR Subpart 5.101(a)(1), this Notice is hereby published to inform of the following: The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends to negotiate on a sole source basis with InnovaSea Marine Systems Canada Inc.dba as VEMCO of Bedford, Nova Scotia, Canada. Using the procedures of FAR Part 13 to procure f 69 kHz coded acoustic receivers, with acoustic release, to collect fish tag data, a manual tracking receiver and a 69 kHz transponding hydrophone used to retrieve the data from the acoustic receivers. The applicable Size Standard is North American Industry Classification System (NAICS) Code 335999, with a Small Business size standard of 500 employees. The National The NMFS, Chesapeake Bay Program Office (NCBO), Annapolis, Maryland provides science, service and stewardship to protect and restore the Chesapeake Bay ecosystem. NCBO is working with its partners to deploy sixteen node fish tracking array in the Southern Chesapeake Bay. The array must be capable of tracking various fish species tagged by multiple entities within the watershed. The array will complement an array being deployed by the State of Maryland in the northern portion of the Bay. The array is a continuation of the Chesapeake Bay Office effort to support the Mid-Atlantic Acoustic Telemetry Observation System (MATOS) a tool designed for acoustic telemetry researchers to streamline data sharing enhance collaboration, and help answer critical management questions about animal movement in the Mid-Atlantic. The equipment must be compatible with the majority of the fish tags used within the Mid-Atlantic region in order to support MATOS. This notice does not constitute a solicitation for offers, proposals, etc. However, interested firms must send a capabilities statement no later than the close of business on July 29, 2020 at 3pm Eastern Time.
