- SOURCES SOUGHT SYNOPSIS For Install Warning Signs on MCK Waterways and Banks McClellan-Kerr Arkansas River System, Oklahoma This is a SOURCES SOUGHT announcement; a market survey for information only, to be used for preliminary planning purposes.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.� No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests for solicitation number W912BV20R0069.� Respondents will be notified of the results of the evaluation upon receipt. The U.S. Army Corps of Engineers � Tulsa District has been tasked to solicit for and award a contract to Install Warning Signs on MCK Waterways and Banks on the McClellan-Kerr Arkansas River System, Oklahoma. The proposed project will be a competitive, firm-fixed price, procured in accordance with FAR 15 Negotiations. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Women-Owned Small Business (WOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors.� Small business, Section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced sources capable of performing the following: All work will be performed by the contractor to provide all necessary labor, equipment, materials, and supplies to purchase and install signs at WD Mayo L&D No. 14. Workmanship shall be of the highest grade and in accordance with the best modern practices to conform to the specifications for the item of work being furnished.� The Contractor shall field verify the locations and materials required for each sign location. All posts and supports shall be A572 Grade 50 steel. All steel shall be fabricated and galvanized prior to installation. All mechanical fasteners used shall meet the criteria found in Corps of Engineers Sign Standards Manual, Volume 2: Section B: Materials & Specifications, Section B.13, Waterway Signs; Fastening hardware: stainless steel 302/304 (sign face to supporting structures); Fastening structural sub-components: A325 galvanized bolts, nuts, and washers etc. Aluminum: 6061-T6 plate (min 0.125�), 6061-T651 plate (0.250� and greater), angle and tubing (6061-T6); Galvanic isolation: silicone or bitumastic separator to negate corrosion. Foundations for the signs include augured pier, spread footing, and post mount to structure. Contractor will be responsible for transportation of all materials that shall be delivered to the site undamaged and stored out of contact with the ground. Materials that are damaged during the delivery or improper storage shall be replaced at no cost to the government. The general scope of work for this project includes, but is not limited to: Purchase and install 03 signs at predetermined locations. Option 1-Option 7 will be exercised subject to the availability of funds. Option 1-Option 7: Purchase and install 08 signs at predetermined locations. Estimated duration of the project is 60 calendar days. The North American Industry Classification System code for this procurement is 237990, Other Heavy and Civil Engineering Construction, which has a small business size standard of $39.5M.� Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Should the acquisition be set-aside for the 8(a) program, 8(a) firms are reminded they need to have a bona fide office in the geographical area of consideration, as determined by the Small Business Administration, where the work is to be performed. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about 05 August 2020, and the estimated proposal due date will be on or about 07 September 2020. The official synopsis citing solicitation number W912BV20R0069 will be issued on Beta.Sam.gov https://beta.sam.gov/ firms are invited to register electronically to receive a copy of the solicitation when it is issued. Firm�s response to this synopsis shall be limited to 5 pages and shall include the following information: Firm�s name, address, point of contact, phone number, and e-mail address. Firm�s interest in bidding on the solicitation when it is issued. Firm�s capability to perform a contract of this magnitude and complexity (include firm�s capability to execute construction, comparable work performed within the past 5 years: Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) � provide at least 3 examples if possible. Firm�s Business Size � LB, SB, 8(a), HUBZone, SDVOSB, or WOSB. Firm�s Joint Ventures (existing), including Mentor Prot�g�s and teaming arrangement information.
