This is ONLY A SOURCES SOUGHT. YOUR RESPONSE IS NOT AN OFFER. THIS SOURCES SOUGHT DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS SOURCES SOUGHT MARKET, NOR IS THIS A CONTRACT FOR SERVICES. GENERAL: The purpose of this sources sought is to gather information regarding vendor�s ability to provide Water Management Programming Services for the U.S. Army Corps of Engineers, Portland District. This requirement is anticipated to be a 100% total small business set-aside. SCOPE OF WORK: This is a non-personal commercial services contract for water management programming and software services in support of the U.S. Army Corps of Engineers (USACE), Portland District (CENWP). The work required for the contract will include typical Information Technology skills such as software analysis, database development, web development, hardware and system development, user interface development and systems integration. Work related may include research on existing state-of-the-art technologies, technical recommendations, strengths and weaknesses of proposed options, deployment recommendations and plans, solution implementation, prototyping, actual deployment, and on-going maintenance and support plans. The Contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations during the services performed. CONTRACT TYPE: Firm-fixed-price (FFP) indefinite delivery/indefinite quantity (IDIQ) contract for Water Management Programming Services. North American Industrial Classification Code (NAICS): 541511 Custom Computer Programming Services; Size Standard: $30M Product Service Code (PSC): D308, Automatic Data Processing Programming Service PERIOD OF PERFORMANCE: The period of performance is estimated to commence September 2020, followed by five one-year periods. SOURCES SOUGHT INFORMATION: Interested parties shall furnish the following minimum information: Detailed capabilities statement showing experience working on the following proposed elements of the contract to include, data collection, data exchange, data management, data visualization, system design, and field support, along with years of experience specific to what we are looking for in the attached Draft Performance Work Statement.� (Include past contracts with USACE, if applicable.) Name of Company; Cage Code and DUNS number; Point of Contact, Telephone Number, Fax Number, Address, and e-mail address; Small business size status (i.e. small or large business, 8(a) status, etc.); Corps of Engineers, Portland District requests the above information no later than 1400 on 21 February 2020. The points of contact for this action is Megan Acord. Only email submissions will be accepted. Submissions shall be limited to 3 pages total. If more than 3 pages are submitted the Government may only review the first 3 pages. Submission shall have a Subject Line of: 2020 WATER MANAGEMENT PROGRAMMING SERVICES. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published In Beta.SAM.gov. However, responses to this notice will not be considered adequate responses to a solicitation.
