Description
This is a notice of intent to sole source. The Centers for Disease Control and Prevention (CDC) 2900 Woodcock Blvd, Atlanta, GA 30341 intends to sole source; in accordance with FAR Part 13.501(a)(1)(ii). The Centers for Disease Control and Prevention has the intent to award a sole source firm fixed price supply purchase order to GenScript. The North American Industry Classification System code is 423490. The purpose of this procurement is to purchase the following: Utlizing multiple proprietary technological capabilities, GenScript will�elicit�immune response in mice, selection of B-cells producing desired HIV-binding mouse antibodies, secondary subcloning of around 160 mouse B-cells producing desired antibodies, to stabilize subclones for sequencing of Variable and lead regions for Heavy and Light chains of the antibody sequences. The sequences will be used to develop a library of around 40 to 63 customized chimeric antibodies containing mouse HIV binding sequences and known human IgG antibody sequences and produce corresponding chimeric antibody plasmids. A high throughout technology will be used for limited antibody production of around 1mg. of each customized chimeric antibody. The final number of customized antibodies will depend on the number of primary clones that succeed to secondary subcloning, are sequenced, and are found to be unique. The 1mg of each antibody will allow to characterize them. This is a pilot to select quality engineered antibodies to support implementation of HIV-related test services and surveillance, will decrease transportation costs, and eliminate a major access gap of materials for implementation of HIV testing for surveillance and diagnostics. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contract Specialist on or before 5:00 PM EST on Tuesday, July 14,�2020. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. All vendors/prospective contractors must be registered in the System for Award Management (SAM) prior to an award of a federal contract. All questions must be in writing and must be emailed to LeKeate Knox at yvz3@cdc.gov. Please reference 00HCBBBB-2020-43876 on all correspondence. Responses received will be considered for future procurements. A determination by the Government not to compete the proposed procurement is solely within the discretion of the Government. If no responses are received, the CDC will proceed to sole source this requirement to GenScript. The anticipated date of award is July 15, 2020.�
