Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6 (as of 2020-05), as supplemented with additional information included in this notice.� Solicitation number is 12925520Q0002 and is issued as a Request for Quotation (RFQ).� This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing. Small business size standard is 750 employees. SCHEDULE OF ITEMS Description of Requirement:� The USDA, Agricultural Research Service (ARS) Daniel K Inouye Pacific Basin Agricultural Research Center, Tropical Crop and Commodity Protection Research Unit has a brand name or equal requirement for a new Gas Chromatography/Mass Selective Detector system as a replacement to an older model GC/MS and a GC inlet replacement for an existing 7790 GC/5976 MSD. We are currently using two Agilent GC/MSD systems and three Agilent GC�s for insect pest lure and repellent development.� Two GC/MSD are connected and communicate with each other and can be centrally controlled through proprietary Agilent network system for data collection, data management, and maintenance.� This requirement is to replace one of the GC/MSD systems (>15 years old, Agilent 6890 GC/5973 MSD) that is losing its sensitivity.� To our knowledge, only Agilent manufactured GC/MSD systems can replace the older equipment and still maintain functionality with other networked Agilent GC/MSD systems within the laboratory.� The requirement for the GC Inlet is for an existing Agilent 7790 GC/5976 MSD that is equipped with a different, specialized inlet (i.e. multipurpose) Minimum Technical Specifications: Gas Chromatography/Mass Selective Detector system ��������� -Must be fully integrated into an existing network of Agilent 6890/5973 and 7890/5975 GC/MS -Must provide onsite installation and familiarization/training -Must operate on 120VAC -GC must have method programmable parameters translation function built into the software package.� Calculated result should be transferred to method for analysis.� -GC must have ability to handle capillary column flow rates up to 4mL/minute for data acquisition and 50mL/minute sustained flow to MS -GC must have electronic pneumatic controlled split/splitless inlet -GC must have ambient temperature and pressure compensation for all pneumatics for all inlets, detectors, and auxiliary pneumatics -Autoinjector must include sample carousel that can accommodate minimum 16 sample vials -Autoinjector must include minimum 16-sample turret, mounting� and parking post, 10uL syringe, and solvent/waste bottles -Autoinjector must be able to integrate with GC/MS system with a menu of pre-programmed standard injection parameters -MS must be quadrapole, electron impact type, with user selectable ionization energy from 5 � 240eV or better -MS ion source must be temperature controllable from 100 � 350 ?C -MS must have gain normalized autotune to optimize electron multiplier (EM) gain -MS must have mass range of 1-1050 u or better, and electronic scan rate of 20,000 u/sec or better, and 1,500:1 signal to noise (S/N) or better -MS high vacuum regions must utilize an air-cooled high vacuum turbo molecular pump (not a diffusion pump) -MS roughing pump needs to be oil free dry scroll -MS data system must have an integrated retention time-locking module for analyzing target compounds in complex matrices -MS software module must provide the creation of custom compound databases as well as the utilization of vendor provided databases -Workstation software must be fully capable of controlling all GC/MS sytem programs after fully integrated into an existing network with Agilent 6890/7893 and 7890/7895 GC/MSD systems -Library Search Software must provide NIST 2017ms library or later, have the ability to conduct simultaneous multi-library searches and provide concise review of library match quality, user created library program. -GC Inlet must meet 100psi split/splitless inlet with electronic pneumatic control -GC Inlet must be fully integrated into existing Agilent GC/MS 7890GC/5975MSD -GC Inlet must be fully controlled by existing workstation and software -GC Inlet must have ambient temperature and pressure compensation for all pneumatics �Contract Line Item Numbers (CLINs): 0001 � Agilent GC/MS SYSTEM (Brand Name or Equal) � QTY 1 � EACH ����������� Agilent 8890 GC System ���������� 5977B Inert Plus MSD Turbo El Bundle with Extractor El Source and Data System (Software, PC,����� and�Monitor) and additional Data License ��������� ION Gauge Kit for 5977 MSD ��������� MIST MS Library Bundle �������� Autoinjector �������� 7890A 100psi Split/Splitless Inlet ������� Onsite Installation and Equipment Familiarization ������ One Year Manufacturer Technical Support to include phone and/or onsite technical support/repair.���� Coverage shall include all costs associated with onsite support (e.g. travel, labor, parts, etc.) at no additional cost to the Government.� 0002 � Agilent GC Inlet (Brand Name or Equal) � QTY 1 � EACH ����������� 7890A 100 psi Split/Splitless Inlet ����������� Onsite Installation and Equipment Familiarization Delivery Date: 08/31/2020���������������������������������������������������������������������������������������� Place of Delivery and Acceptance:� USDA ARS DKI PBARC ����������������������������������������������������������������������� 64 Nowelo St ����������������������������������������������������������������������� Hilo, HI 96720 FOB Point:� FOB Destination (shipping included).
