- Description
- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106(b) (1), with Productive Alternatives, Inc., a purchase order for 700 4-inch plastic rain gauges for use at the National Logistics Support Center in Grandview, MO. Sole Source Justification: This acquisition for seven hundred (700) rain gauges of the Four-Inch plastic design will replenish logistics spares. There are approximately 6,000 observers in the COOP Program that measure 24-hour total precipitation. These gauges meet the agency needs to measure 24-hour precipitation amounts, manually, to the one-hundredth of an inch. �Productive Alternatives Inc. is the only company that sells a metal holder instead of the plastic holder. �These four-inch plastic rain gauges have unique metal bracket holders and an outer plastic overflow can that must be compatible with already deployed four-inch plastic rain gauges. �The metal bracket is required because it improves handling of the outer plastic overflow can and inner measuring tube in sub-freezing conditions. To pursue an alternate vendor would require extensive first article testing, which would delay field deployment and result in missed climate observations that are critical to the National Weather Service�s Mission to protect life and property. This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide this service may submit substantiating documentation in writing within fifteen (15) days of this notice. Responses can be sent via e-mail to anthony.ciolli@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to Productive Alternatives, Inc. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM). �No award can be made to a company not registered in SAM.� For additional information and to register in SAM, please access the following web site: www.sam.gov.
