- Description
- This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Illumina, Inc San Diago, CA 92122 to procure a NextSeq 2000 Sequencing System. �The emergence of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) disease (COVID-19) in China at the end of 2019 has now caused a major global pandemic threatening large swaths of the human population. There is an urgent need for a stabilizing formulation buffer used in vaccine development and production. LMVR has an on-going collaboration with National Centre for Parasitology, Entomology and Malaria Control, Phnom Penh, Cambodia since 2005 that was formalized into the International Center of Excellence (ICER) Cambodia in 2019. In January 2020 in the onset of the COVID19 pandemic, ICER Cambodia quickly repurposed an existing metagenomics pipeline, originally set up for vector-borne diseases, to genetically characterize index cases of COVID-19 in January 2020. In Cambodia, we have limited ability to have expensive equipment serviced and maintenance, particularly that rely on fluidics. NextSeq 5500 is a �dry� machine without any fluidics and is able to run at least 100 samples at a time that will meet the capacity of the sequencing we plan to do as part of our expanded sequencing initiative. This is the only �dry� sequencer of its kind. Illumina provides 1-year warranty in addition to having service people fly to Cambodia to do the installation and train the local Illumina distributors in Thailand. Given the necessity of this sequencer, it is imperative that we have access to appropriate service with access to manufacturer�s team any future instance of malfunction or maintenance. The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-225932) to Ms. Skye Duffner at skye.duffner@nih.gov by 5:00 pm eastern standard time Friday, 07/17/2020.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
