Description
This is a COMBINED SYNOPSIS/SOLICITATION for a Sole Source requirement to Toptica Photonics Inc. / CAGE Code 3DFK4 / for QTY 2 Toptica Laser Systems in accordance with the minimum technical requirements provided below. This request is prepared in accordance with the information in FAR Part 13, Simplified Acquisition Procedures, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The award will be evaluated on a technically-acceptable-lowest-price basis. The NAICS associated with this purchase is 334516, size standard 1000. Method of payment will be Wide Area Work Flow (WAWF). Sole Source Requirement: The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under FAR Part 6.303-2.� Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all bids, proposals, or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Description of Product Background/Introduction: Naval Postgraduate School (NPS) is currently building an experiment that cools and manipulates strontium atoms inside of a vacuum chamber in a way that can be used as a sensor. This setup will be used to further the educational motives of NPS (in the process of designing, building, and operating it), as well as eventually connecting NPS to an existing network of such sensors across the world.� Strontium is being used because of a number of its inherent properties such as insensitivity to external magnetic fields. The only method that exists to cool a dilute gas of strontium to the temperatures required in the experiment is laser cooling. The electronic structure of strontium determines the wavelength, linewidth, isolation, and stability requirements of the laser to be used. The power requirements of the laser come from the amount of power required to drive the physical process used for cooling.� The Naval Postgraduate School requires two Toptica brand laser systems.
