- NCTC - Renovations to Existing Creative Resources and West Pond Buildings (West Virginia) Pre-solicitation Notice - Solicitation No. 140F0920B0002 Classification Code: Z -- Maintenance, repair, and alteration of real property NAICS Code: 236 -- Specialty Trade Contractors/236220 - Construction of Commercial and Institutional Buildings PROJECT INFORMATION: The U.S. Fish & Wildlife anticipates issuing a solicitation for a construction contract in the forthcoming month. The project location is the National Conservation Training Center, located on Government land in Jefferson County near Shepherdstown, West Virginia. Construction Plans and Technical Specifications for the Creative Resources and West Pond Buildings renovations were prepared in April 2020. The project shall include, but is not limited to selective interior demolition, new partition walls, interior doors, interior and exterior windows, carpet, painting, and minor reconfiguration of mechanical, electrical, and fire protection systems. The primary NAICS for this acquisition will be 236220, with a small business size standard of $39.5 million. SOLICITATION PERIOD: The Invitation For Bids (IFB) is scheduled for release on or about 28 July 2020. A pre-bid site visit will be scheduled and included in the IFB. It is recommended that prospective contractors attend if possible. The bids will be due on or about 26 August 2020. A public bid opening will take place immediately upon bid closing. The anticipated award date is on or around 02 September 2020. BID PROCEDURES: The acquisition will be issued as a Small Business Set-aside, Invitation For Bids (IFB) through beta.sam.gov. The Lowest Price contracting method will be used to evaluate proposals. The magnitude of the project is between $100,000 and $250,000. A Performance Bond and a Payment Bond will be required. This acquisition will result in a single fixed price construction contract. Award shall be made to the responsible offeror whose bid, conforming to the solicitation, will offer the lowest price to the Government. This is an electronically issued acquisition. The Government will issue the IFB via the beta.sam.gov website. Faxed proposals will not be accepted. All responsible sources may submit a bid that will be considered by this agency.
