Subject: Notice of Intent to Sole Source Procurement Office: U.S. Environmental Protection Agency, Headquarters Acquisition Division 1200 Pennsylvania Avenue NW, Washington DC 20460 In accordance with FAR 13.106-1(b), the U.S. Environmental Protection Agency (EPA), Headquarters Acquisition Division (HQAD) intends to award a Sole Source Firm Fixed-Price Purchase Order to procure two chemical market encyclopedias from HIS Global, Inc. of Englewood, CO. EPA has identified HIS Global, Inc. as the only contractor able to meet the requirements of this procurement. This requirement is to procure a 2020 subscription for two chemical market encyclopedias, the Chemical Economics Handbook (CEH) and the Specialty Chemicals Update Program (SCUP). EPA conducts economic analyses to support the decision-making process within the Office of Pollution Prevention and Toxics (OPPT). These economic analyses include market profile studies, financial feasibility studies, and industry sector studies. These studies include analyses of the uses of chemicals, the volume of chemicals used in each application, the substitutes for the chemicals, the identity of manufacturers, processors, and users of the chemical, and the trends in industry. The CEH and SCUP are subscription services provided by IHS Global which offers a wide-ranging source of information on chemical markets that cannot be found in any other single source. Based on EPA�s market research, the two IHS Global encyclopedias are unique in that they provide a wide-ranging and in-depth source of information on chemical markets. Other encyclopedias about the chemical industry are focused on the chemistry and engineering aspects of the industry and have little information on markets or other economics issues (which are the focus of the IHS Global encyclopedias). Various newsletters about the chemical industry provide information on only a handful of chemical markets, or don�t provide long-term comprehensive data on chemical producers, chemical production capacity, volumes of chemicals used in particular applications, substitutes, or long-term trends in the industry. (The IHS Global encyclopedias do provide this type of information. And CEH covers approximately 300 chemical products and product groups while SCUP includes 36 major classes of specialty chemicals and markets, each of which encompass many individual chemicals.) And while individual chemical-specific market reports may provide the information OPPT needs, these reports contain information on specific chemicals or chemical categories, specific end-use markets, or specific countries or regions. It is less expensive and more cost-effective for OPPT to purchase an annual subscription to the IHS Global encyclopedias than to attempt to imitate the breadth of CEH and SCUP by purchasing dozens of individual chemical reports from other companies on an �a la carte� basis. The North American Industry Classification System (NAICS) code is 519130 - Internet Publishing and Broadcasting and Web Search Portals, with a small business size standard of 1,000 employees. It is EPA�s intent to award a single fixed price purchase order consisting of a oneyear subscription for two encyclopedias. The Government is continually seeking qualified vendors in obtaining a source list of interested vendors. However, HIS Global, Inc. is the only vendor that meets the requirements outlined in the procurement request package. NO SOLICITATION IS AVAILABLE. This notice of intent to award is not a request for competitive quotations. Interested concerns capable of providing the service as described in this notice may submit a Capability Statement outlining their capabilities. Information received will be evaluated for the purpose of determining whether to conduct a competitive procurement. Capability Statements must be received within the time set forth in this announcement to be considered by the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Capability Statement Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
