- Description
- The United States Air Force intends to issue solicitation FA557520B0005 to solicit�bids for a Firm-Fixed Price contract to build the USMC PEB at Mor�n AB, Spain. The magnitude of construction for this project is estimated to be between $250,000 and $500,000 U.S. Dollars. The period of performance for this project is estimated at�180 calendar days. A solicitation package will be available on the Federal Business Opportunities website at https://www.beta.sam.gov on or after 18 July 2020. In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) "" Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements"". NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION. The work includes, but is not limited to the following activities, which include the tests to be performed by an independent laboratory for the quality control: BASE BID: CONCRETE PAD FOR SECURITY CONTAINERS, PERIMETER FENCE AND ELECTRICAL WORKS Perform all below detailed works in the area indicated in drawings, for the full earthworks and construction of a concrete pad where two security containers are expected to be installed, including electrical installation and a perimeter fence with three barbed wire. Works to be performed are the following: Civil Works a. Clean and grubbing the area affected by the works. b. Excavation, cut and fill works for concrete slab. c. Grading and leveling works for the subgrade of the slab. d. Compaction of the subgrade e. Placing and compaction of the subbase and base courses. f. Install information signs as required. g. Install perimeter chain link fence with 3 strand barbed wire, single extension arm, main double swinging door gates as indicated in project drawings. h. Transport security containers from the Base storage to new concrete pad and install in the assigned places. Concrete Works a. Pour lean concrete and screed the bedding layers for slab. b. Install form work as indicated. c. Install steel rebars and wire mesh for concrete slab as required. d. Construct connection manholes for electric power and communications. e. Install required elements for building connection in accordance with project drawings. f. Pour concrete and screed to complete the foundation elements IAW the approved design. Electrical Works a. Provide electrical service line to security container from existing panel boards b. Provide grounding system for mobile containers and new fence c. Construct electrical lines ductbanks to mobile container slabs. d. Modify route of existing High Voltage underground line, surrounding new concrete slab. Mechanical Works a. Provide a new Double Check Valve Assembly in the Fire Protection line of the Building. b. Provide new Reduced Pressure Principle Device in the sanitary water line. c. Provide new water meter in the sanitary water line, to be installed above surface, in the same pipe section than the new Reduced Pressure Principle Device. Miscellaneous a. Testing and Commissioning. b. Final cleaning. c. Delivery of As-built drawings. d. Delivery of Spatial Data. � ADDITIONAL OPTION 1: CONCRETE SLAB FOR PEB ADDITION Civil Works a. Clean and grubbing the area affected by the works. b. Excavation, cut and fill works for concrete slab. c. Grading and leveling works for the subgrade of the slab. d. Compaction of the subgrade e. Placing and compaction of the subbase and base courses. f. Construct sidewalks as indicated in project drawings. g. Landscaping of the ground area as indicated. Concrete Works a. Pour lean concrete and screed the bedding layers for slab. b. Install form work as indicated. c. Install steel rebars and wire mesh for concrete slab as required. d. Construct connection manholes for electric power and communications. e. Install required elements for building connection. f. Pour concrete and screed to complete the foundation elements IAW the approved design. Telecommunication works a. Demolish the existing line section crossing the area affected by the new PEB concrete slab b. Provide new communication line section from the existing handhole located at the west side of the building, surrounding it, and connecting to the existing handhole of the main fa�ade. � ADDITIONAL OPTION 2: NEW ASPHALT PARKING LOT a. Clean and grubbing the area affected by the works. b. Excavation, cut and fill works for asphalt pavement. * Special caution shall be taken to existing Electrical HV posts close to the excavation areas, avoiding damages on existing lines, and taken the required measures for pilling and bracing. c. Grading and leveling works for the subgrade of asphalt pavements. d. Compaction of the subgrade for asphalt pavements. Placing and compaction of the subbase and base courses of pavements. e. Apply prime coat for asphalt pavement. f. Apply asphalt intermediate layer for asphalt pavement. g. Apply tack coat for asphalt pavement. h. Apply wearing layer for asphalt pavement. i. Construct drain swales, ditches, channels, trench channels, grates, catch basin, manholes, collectors and hydrocarbons separator for parking lot and storage area IAW the SWPPP as required. j. Install prefabricated concrete drain channel curb along the access road sides and around the parking lot. k. Construct complete culvert pipe, headwall and wingwalls for access road. l. Install curbs for parking area. m. Paint markings. n. Install traffic and information signs as required. o. Install Rubber Wheel Stops Mechanical Works a. Replace hydrants w/ American standards including a hose connection adapter, and hydrant painting in accordance with code standard. b. Demolish existing sewer line running below the new asphalt area c. Provide new sewer line adjacent to the parking area d. Demolish existing water lines running below new asphalt area. e. Provide new water lines, adjacent to parking area, for building sanitary water and for Fire hydrants and building Fire Department hose connections, including indicated valves. Fire Protection a. �Fire Lane� text painting in existing concrete storage area � ADDITIONAL OPTION 3: EXTERIOR LIGHTING Electrical Works a. Provide lighting system with LED projectors to provide at least, minimum illuminance values required for parking areas b. Construct electrical ductbank to new lighting items. � ADDITIONAL OPTION 4: NEW TELECOMMUNICATION LINE Telecommunication works a. Provide a new communication line that feeds the Security Containers directly from the existing communication connection point, as defined in project drawings. � ADDITIONAL OPTION 5: SECURITY CONTAINERS ELECTRICAL RETROFITTING Electrical Works a. Retrofitting of electrical system in the security container, including wiring and electrical components of the electrical system to adapt it to U.S.A. electrical standards as defined by NFPA 70, Unified Facilities Criteria and applicable local codes. The certification requirements are as follows: CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the ""Registro Oficial de Licitadores y Empresas Clasificadas del Estado"", covering the following groups, subgroups, and categories.
