THIS NOTICE IS FOR INFORMATIONAL PURPOSES ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL.� IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.� RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT.� NO FUNDS ARE AVAILABLE TO PAY FOR ANY RESPONSES TO THIS NOTICE.� ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS NOTICE IS STRICTLY VOLUNTARY. This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 � Synopses of Proposed Contract Actions.� The U.S. Army Corps of Engineers (USACE), Portland District intends to award a firm-fixed-price service contract to the Confederated Tribes and Bands of the Yakama Nation (Yakama Nation).� The statutory authority for this non-competitive acquisition is FAR subpart 13.106- 1(b)(1)(i).� USACE and the Bonneville Power Administration (BPA) (Agencies) are jointly responsible for compliance with Sections 106 and 110 of the National Historic Preservation Act (NHPA) under the terms of the 2009 Systemwide Programmatic Agreement (SWPA) for management of historic properties affected by operations of the Federal Columbia River Power System (FCRPS).� USACE, Portland District manages the Bonneville, The Dalles, and John Day Projects, which are part of the FCRPS.� The FCRPS Cultural Resource Program works closely with interested and affected tribes, State Historic Preservation Offices (SHPOs), and other agencies for cultural resource management in compliance with Sections 106 and 110 of the NHPA. The USACE is the land manager for Bonneville and The Dalles and John Day Projects (Projects).� The USACE gathers data to assess the condition of historic properties located on project lands and other lands within the Area of Potential Effects (APE) for Project operations. Services for this requirement includes transcribe and modernization of existing audio and video information about cultural resources in Booneville, The Dalles, and John Day Pools that can assist the Agencies in the development of long-term cultural resource management decisions. �Tasks under this requirement include the following:� Record Transcription: Locate and review pertinent records and perform 20 digital transcriptions utilizing modern voice recognition and transcription and/or translation software.� The Government anticipates the vast majority of this material resides at Yakama Nation tribal headquarters Draft Reports:� Produce a brief report documenting a list of the material transcribed, how many hours of material was transcribed, the relation of the material to Bonneville, The Dalles, and John Day Projects, and if any known or new Traditional Cultural Properties (TCPs) were identified from the review of the transcribed or translated material. Public Outreach Plan:� Create a plan for translating publicly shareable information gathered in Draft Report Task into public outreach materials.� Future material may include pamphlets, brochures, or placemats.� The Contractor shall identify the steps needed to bring the information to print including who within the tribe could support drafting the materials, and which committees or individuals would need to the review materials prior to public release.� Treatment Plan Form (TPF):� The Contractor shall use the information gathered in Records Transcription to inform and document adverse impacts from the operation and maintenance of the FCPRS to a National Register eligible/listed site within the Wana Pa Koot Koot APE.� Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a Capability Statement which demonstrates they are able to represent the Yakama Nation on cultural resource matters.� If no affirmative written responses are received by 2:00 PM Pacific Time on Thursday, July 23, 2020, an award will be made without further notice.� A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.� Electronic responses and questions shall be submitted via email to the contracting points of contact listed below. This notice of intent is NOT a request for competitive proposals.� All responsible sources may submit a capability statement to the Contracting Office before the notice end date.� If no affirmative written responses are received by 2:00 PM Pacific Time on Thursday, July 23, 2020, an award will be made without further notice.� Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.� Electronic responses and questions shall be submitted via email to the Contract Specialist, Lea Zumwalt, at Lea.M.Zumwalt@usace.army.mil.� The USACE is not responsible for any costs incurred by responding to this notice.
