Description
The Virginia National Guard (VaNG) Acquisition Support Office (ASO) intends to award a sole source procurement to FOREFLIGHT LLC of Houston TX for the ForeFlight � Military Flight Bag application to support the Army Aviation Support Facility (AASF) in Sandston, VA. The procurement action will be for one year from date of award with four, one year option periods for application renewal. The justification for restricting competition is in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(i); Only One Source Reasonable Available.� ��� The North American Industry Classification Systems (NAICS) code for this requirement is 511210 Software Publishers with the size standard of $38.5 Million. This is not a request for competitive quotes. No solicitation is available and telephone requests will not be honored. Any response to this notice must show clear, compelling and convincing evidence competition will be advantageous to the Government and the below requirements can be met.� A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the government. Clear and convincing evidence an interested concern can meet the below requirements should be submitted in writing to katina.l.moore7.civ@mail.mil and rebecca.l.fowler6.civ@mail.mil not later than 5:00 p.m. ET, July 17, 2020. �If no written response is received by this date and time a purchase order will be awarded without further notice. Minimum Requirements: The Army Aviation Support Facility (AASF) in Sandston, VA is seeking to procure a navigation and electronic flight bag application which supports global flight operations for military pilots, and is compatible with both the iOS operating system on the AASF�s Apple iPad Pro 12.9� tablets and the Stratus 3 automatic dependent surveillance � broadcast (ADS-B) peripheral receiver. The application shall contain and encompass user-friendly tools for flight planning, weather, filing, flight-logging, and document management (e.g. Standard Operating Procedures and checklists). The application shall improve efficiency and safety, and simplify each of the planning, flying, and flight-logging workflows. The application shall have organic access to United States Department of Defense Digital Flight Information Publications as part of the electronic flight bag. The electronic flight bag shall incorporate maps and charts (i.e. Visual Flight Rules, Instrument Flight Rules, and specialty charts) which are geo-referenced, interactive, and customizable (to include the ability to layer and annotate). The application shall allow for any publication, map, or chart to be updated digitally with ease, with the option for automatic updates preferred. The application shall be able to access weather information from the Air Force�s 557th Weather Wing in accordance with (IAW) Army Regulation (AR) 95-1, Flight Regulations, Paragraph 5-2, Section c.(8) (22MAR18). The application shall allow for weather overlays and/or animated weather information. Applications shall allow for real-time condition updates before takeoff and en route. The application shall have the capability to complete and file DD Form 1801, Department of Defense International Flight Plan (01MAY87), which is in the process of becoming the standard flight plan for the Army. The application shall have the capability to compute the weight and balance information of DD Form 365-4, Weight and Balance Clearance Form F � Transport/Tactical (01JAN96) IAW AR 95-1, Paragraph 5-2, Section h. The application shall allow for customizable performance data (e.g. fuel consumption and flight time).
