Notice ID: 1631-OJC- 20-OJ4-0162 On June 25, 2020 The US Department of Labor (DOL), Office of the Assistant Secretary for Administration and Management (OASAM), Office of the Senior Procurement Executive (OSPE), Job Corps Acquisition Services (JCAS), Employment and Training Administration (ETA) entered into a sole source firm-fixed-price delivery order (DO) utilizing the General Services Administration Schedule # GS-35F-0119Y task order vehicle by other than full and open competition in accordance with FAR 8.405-6(A)(1)(b) � Limiting Sources. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized to satisfy federal agency requirements. This DO provides Job Corps an annual subscription to Identity Automation, LP RapidIdentity Advanced Edition and Contingent User Management software (17,500 users) along with the professional services to support and maintain the initial setup and installation of the software. RapidIdentity is the only tool identified through market research that can meet all of Job Corps� compliance needs, including the ability to enforce the Information Systems Security Awareness (ISSA) DOL-mandated Security Awareness Training and Account Re-Certification requirements, along with the ability to enforce an approval workflow for user provisioning requests from the field. Identity Automation partners are not authorized to sell RapidIdentity through another GWAC at this time. If identified in open market the SKUs would be entirely different, and the price would be significantly higher than currently offered to the Government. The period of performance is: 06/30/2020 to 06/29/2021. This action will be synopsized and posted on beta.SAM.gov, within 14 days following the award of this contract action under Notice ID 1631-OJC- 20-OJ4-0162 and will be posted for 30 days. Please see the attached justification and approval for other than full and open competition for use of limiting sources.� Any questions or concerns can be directed to chabala.michael@dol.gov. A Firm-Fixed-Price Delivery Order will utilize the Government Wide Acquisition Contract�s (GWAC) task order vehicle from the General Services Administration Schedule # GS-35F-0119Y. A RFQ was issued on 6/23/2020. Because this is a sole source procurement the PMO received a copy of quote # 17685950 from Carahsoft Technology Corp.��The Department of Labor (DOL) Employment and Training Administration (ETA) Job Corps has a bona fide need to purchase Identity Automation�s RapidIdentity Advanced Edition and Contingent User Management add-on module for 17,500 users for an annual subscription along with the professional services to support and maintain the initial setup and installation of the software.
