Description
In accordance with Federal Acquisition Regulation 13.106-1(b)(1), the US Environmental Protection Agency intends to award a sole source fixed-priced Purchase Order. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. The U.S. Environmental Protection Agency, ORD-CEMM-AMCD, located in Research Triangle Park, NC, has a requirement for a supplemental field study on the impacts of wildfire smoke on indoor air quality. Humboldt State University Sponsored Programs, the vendor, was identified as the only company capable of meeting this requirement. Based on market research Humboldt State University, located at 1 Harpst St, SBS Bldg. Rm 427, Arcata, CA 95521 was identified as the only vendor that can satisfy the Agency�s requirement. Humboldt State University is the only institution or business within a three hour drive to the field study site with the expertise for carrying out the work required in this contract. It is just fifty miles from Hoopa, CA. Their faculty and staff have direct experience with low-cost sensors, air quality measurements and wildfire air quality impacts that are unique for the entire northern California region and their proximity to the site make them the only source capable of carrying out the work specified in this contract. This announcement constitutes as the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy OSIM�s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting OSIM�s requirement described herein, may identify themselves; and, must provide evidence of their capability to fulfill this requirement. This is being requested by 12:00 PM CT on July 24, 2020. Responses must be submitted in writing to daggs.pam@epa.gov no later than the time and date noted above. Telephone responses and requests will not be accepted. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct competitive procurement. All current and potential contractors shall use FedConnect which is available at https://www.fedconnect.net/FedConnect/default.htm. There is no charge to use FedConnect; FedConnect is hosted by Compusearch. All related questions from vendors/contractors will be answered by Compusearch. If having issues with FedConnect or not registered in the FedConnect at this time, an exception is extended, and alternate responses may be received by e-mail: daggs.pam@epa.gov.
