- INTRODUCTION: This is a SOURCES SOUGHT ANNOUCEMENT to determine the availability and capability of businesses to provide the following services. PROGRAM BACKGROUND: The Department of Defense Education Activity (DoDEA), as one of only two federally operated school systems, is responsible for planning, directing, coordinating, and managing prekindergarten through 12th grade educational programs on behalf of the Department of Defense (DoD). DoDEA is globally positioned, operating 165 brick-and-mortar schools in eight districts located in seven states, 11 foreign countries, Guam, and Puerto Rico. DoDEA employs over 8,000 educators who serve more than 72,000 children. DoDEA also has a fully accredited virtual high school located in Virginia with teaching hubs in Europe and the Pacific. In order to maintain a safe and healthy school environment for faculty and students within the DoDEA Europe requires a comprehensive playgrounds/fitness equipment maintenance, repair and replacement program, in order to preserve the quality of the equipment and components to manufacturer standards through functional checks/inspections, servicing, repairing, and/or replacing, to include minor construction incidental to the installation. Servicing area will consist of DoDEA facilities in Germany, Belgium, Italy, with the �potential� inclusion of Turkey, Bahrain, United Kingdom, Spain and Netherlands. SOURCES SOUGHT:�The anticipated North American Industry Classification System Code (NAICS) for this requirement is 238990 - All Other Specialty Trade Contractors, with the corresponding size standard of $15M. This Sources Sought Synopsis is requesting responses to the following, from businesses that can provide the required services under the NAICS Code. To assist DoDEA in making a determination regarding the level of participation of business, you are encouraged to provide a response to the following: 1. Business name and address 2. Name of company representative, title and phone number 3. CAGE Code 4. Capability Statement, to include qualifications and experience in performing projects of similar size, nature and complexity to meet the Governments requirement. 5. At least one specific example of experience in performing the work stated above for the U.S. Government or a local Government. 6. Statement indicating the ability to meet the requirement in all of the following locations: Germany, Belgium, Italy, with the �potential� inclusion of Turkey, Bahrain, United Kingdom, Spain and Netherlands. Contractors who wish to respond to this should send responses via e-mail no later than 10:00 AM Eastern Daylight Time (EDT) 24�July 2020 to Sharjeel.Javaid@DoDEA.EDU. Interested contractors should submit a brief capabilities statement package (no more than (10) pages) demonstrating their ability to provide a comprehensive playgrounds/fitness equipment maintenance, repair and replacement program as indicated above. The response should not exceed a 10 MB e-mail limit for all items associated with the response. Responses must specifically describe the contractor�s capability to meet the requirements outlined in this notice. Oral communications are not permissible. DISCLAIMER: This Sources Sought is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This Sources Sought does not commit the Government to contract for any supply or service whatsoever. Further, DoDEA is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought. All costs associated with responding to this Sources Sought will be solely at the interested party�s expense. Submissions will not be returned. Failure to respond to this Sources Sought does not preclude participation in any future RFP, if any is issued. The information provided in this Sources Sought is subject to change and is not binding on the Government. It is the responsibility of potential offerors to monitor these sites for additional information pertaining to this effort. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government personnel reviewing sources sought responses will have signed non-disclosure agreements and understand the their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
