Description
The U.S. Army Contracting Command- New Jersey (CC-NJ) on behalf of the Project Director Joint Services (PD JS), is seeking potential sources with the capabilities to support PD JS in their mission to sustain and modernize the organic and commercial conventional ammunition industrial base (IB).� The specific component areas are as follows: Program and Task Management Managing all tasks issued under this contract and control project resources by task, component area, and project Managing subcontractors (if applicable) Conducting a Kick-off Meeting and supporting Project Team meetings Delivering a monthly Contractor�s Progress, Status, and Management Report National Technology and Industrial Base (NTIB) Business Strategy and Risk Mitigation Support This effort assists the Government with operations strategy to include: Recommendations for strategic planning, operational strategy, business process management, organizational transformation, change management, and operational improvements Providing assessments of operational, surge, and sustainability requirements to assist in the development of cohesive strategies and policies needed to effectively manage the ammunition IB Providing analysis in support of ammunition acquisition strategies and IB planning, as well as analysis of the ammunition supply chain to obtain balance and optimization, address single points of failure and/or minimize and mitigate risks Supporting existing risk management processes such as disaster response analyses, the critical ammunition item list, the Single Manager for Conventional Ammunition (SMCA) Watch List, and the Section 806 Determination process Executing market surveys of the ammunition base that may include capacity and capability analyses and identification of key market trends Providing knowledge management support in coordination with the Government to ensure effective management, storage, maintenance, and accessibility of facility Intellectual Property (IP). Facility Competition and Analysis Support Providing acquisition support to the Government planning and evaluation team for facility use contract competitions Supporting the planning and execution of an Integrated Master Plan (IMP) and Integrated Master Schedule (IMS) Providing background details and recommended language in support of the Government�s completion of key acquisition documents, such as the Acquisition Strategy, PWS(s), and Source Selection Plan Supporting the identification, disposition, and negotiation of the transfer of ownership of critical IP items Developing a Baseline Facility Assessment (BFA) and a Baseline Environmental Condition Assessment (BECA) Armament Retooling and Manufacturing Support (ARMS) Analysis and Implementation Support Development and implementation support related to ARMS for IB capability sustainment strategies Analysis, development and implementation support for an enhanced ARMS business model Performance of various studies, analyses, and validation reports in IB management areas Development and implementation studies, business cases analyses and assessments in support of congressional reporting, Installation Management Command (IMCOM) realignment, divesture, and IB strategy Development of business models and implementation models using existing ARMS validation methodology, and past/current GOCO property management competitions Demilitarization and Disposal (Demil) Analysis and Technical Support Performance of demilitarization and disposal market research and surveys Performance of cost benefits realization evaluations of new demil and disposal technologies for incorporation into the ammunition IB Analyses of NTIB demil and disposal processes Performance of Business Cases Analysis (BCA) studies and assessments in support of demil and disposal projects and congressional reporting on any congressionally funded projects Identification of the most beneficial knowledge management application(s) for demil and disposal activities throughout the NTIB Demil consulting services, Integrated Process Team support, and operations analysis supporting demil execution planning, demil technology development, risk assessment, safety assessment, and economic modeling Engineering and scientific analysis and tool development for Product Director (PdD) Demil sponsored demil efforts and special projects Life Cycle Pilot Process (LCPP) Analysis and Technical Support Executing market research and surveys Performing cost benefits realization evaluations of new technologies for incorporation into the ammunition IB Analyses of internal LCPP process, focused upon optimizing the process and its output Performing business cases analyses and assessments in support of LCPP projects and congressional reporting on any congressionally funded projects Identification of most beneficial knowledge management application(s) for LCPP Interested parties are requested to provide information regarding their relevant capabilities by providing the following information: Company Name- Point of Contact- Address- Phone Number- Business Type (e.g., Large Business, Small Business, Small Disadvantaged Business, 8(a), HUBZone, Woman-owned Small Business, Service Disabled Veteran Owned Small Business, Veteran Owned Small Business) Contract vehicles your company has been awarded that address the scope of services described herein. Narrative describing your company�s core capabilities and expertise that are relevant to performance in the above mentioned component areas. The capabilities requested above cover a broad range of expertise that may or may not be available from one source. Respondents should specify if they are able to provide all of the requested capabilities or only specific areas. Respondents can include additional information, such as brochures, reports, or any other specific information that would enhance the Governments evaluation of the current market conditions for a service contract of this nature. This Sources Sought is for planning purposes only and does not constitute a Request for Proposal (RFP) or an obligation on the part of the US Government.
