The U.S. Department of Veterans Affairs, Network Contracting Office 20, in support of Veterans Integrated Service Network (VISN) 20, is currently requesting information in order to determine the existence of VIP-Verified Service Disabled Veteran Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs) capable of providing on-site locum tenens Medical Technician Services for VISN 20 VA Health Care Systems located in Alaska, Washington, Oregon, and Idaho. See attached DRAFT key personnel qualifications for details. The intended IDIQ period of performance is for five (5) years. Multiple awards are anticipated. Description of Services: Contractor shall provide locum tenens Medical Technician Services to multiple VA Health Care Systems within VISN 20. Services are needed to provide staffing for shortfalls throughout the calendar year. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. This is a sources sought notice to gain knowledge of potential qualified sources. A solicitation is not currently available. Please be aware that FAR Clause 52.219-14 Limitations on Subcontracting, and VAAR Clause 852.219-74, Limitations on Subcontracting Monitoring and Compliance, will be applicable. Awardee agrees that in the case of an order for services, it will not pay more than 50% of the amount paid by the Government to it to firms that are not similarly situated . Any work that a similarly situated first-tier subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. A subcontractor MUST be VIP-verified in order to be considered similarly situated . Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. KEY PERSONNEL QUALIFICATIONS:DRAFT 3.1.1 Medical Technologist Qualifications Providers shall have and maintain a current certified MT through ASCP; Hold a BS degree; Provide evidence of demonstrated lab competence to perform appropriate service; Must have a minimum 3 years of lab experience within the United States; Must have worked within a hospital lab setting as an MT in the last six months; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date; 3.1.2 Medical Technician or Phlebotomist Technician Qualifications a. Provide evidence of demonstrated lab competence to perform appropriate service; b. Must have 1 year of experience in Phlebotomy practices; c. Must have worked within a hospital lab setting as a Phlebotomist in the last six months; d. Provide evidence of current professional liability insurance; e. Be available to work for the VA at least six (6) months after start date 3.1.3 Medical Laboratory Technician (MLT) Qualifications Providers shall have and maintain a current certified MLT through ASCP; Phlebotomy skills and experience Working knowledge of chemistry, hematology, and immunoassay instrumentation Provide evidence of demonstrated lab competence to perform appropriate service; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date; 3.1.4 Radiology (X-Ray) Technologist or Radiography X-Ray Qualifications Successful completion of an accredited educational training program in which technologists are certified as Diagnostic Radiologic Technologists by the American Registry of Radiologic Technologists (ARRT) and must be certified for their specialty. Technologists must be currently certified in Basic Cardiac Life Support (BCLS). Two years experience in the operation of diagnostic radiology equipment under the direction of a Radiologist or other medical officer to produce radiographic studies/images used in medical diagnosis and treatment. Technologists must be currently certified in Basic Cardiac Life Support (BCLS). Two years experience in the operation of diagnostic radiology equipment under the direction of a Radiologist or other medical officer to produce radiographic studies/images used in medical diagnosis and treatment. Must have worked within a hospital lab setting as a CT in the last six months; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date; 3.1.6 Magnetic Resonance Imaging (MRI) Technologists Qualifications Successful completion of an accredited educational training program in which technologists are certified as Diagnostic Radiologic Technologists by the American Registry of Radiologic Technologists (ARRT) and must be certified for their specialty. Technologists must be currently certified in Basic Cardiac Life Support (BCLS). Two years experience in the operation of diagnostic radiology equipment under the direction of a Radiologist or other medical officer to produce radiographic studies/images used in medical diagnosis and treatment. NM technologist must meet the minimum of five (5) years of proven clinical experience in Nuclear Medicine in a level 1 hospital setting; Technologists must be currently certified in Basic Cardiac Life Support (BCLS); Two years experience in the operation of diagnostic radiology equipment under the direction of a Radiologist or other medical officer to produce radiographic studies/images used in medical diagnosis and treatment; Must have worked within a hospital lab setting as a Nuclear Medicine (NM) Tech in the last 12 months; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date; 3.1.8 Interventional Radiology (IR) Technologist QualificationsDRAFT Successful completion of an accredited educational training program in which technologists are certified as Diagnostic Radiologic Technologists by the American Registry of Radiologic Technologists (ARRT) and must be certified for their specialty. Graduate from an interventional radiology technologist education program accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT). Must have worked within a hospital lab setting as an IR Tech in the last six months; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date; 3.1.9 Ultrasound (US) Technologist Qualifications Must be registered by the American Registry of Diagnostic Medical Sonographers (ARDMS) in Abdomen/Small Parts and at least two separate certifications, such as RVT, OB/GYN, Muscular Skeletal, etc; Must have a BCLS certification and demonstrated expertise in ultrasounds of scrotum, pelvis and U/S guided biopsy, including liver and renal biopsies of native and transplanted organs, renal artery stenosis and renal Doppler; Must have a minimum 3 years of hospital experience within the United States; Must have worked within a hospital setting as an Ultrasound Tech in the last six months; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date. 3.1.10 Histotechnologist Qualifications Must have a completed an accredited Histotechnologist course of study; Must have a minimum 3 years of hospital experience within the United States; Must have worked within a hospital lab setting as a Histotechnologist in the last six months; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date 3.1.11 Cytotechnologist Qualifications Be certified as Cytotechnologist by a nationally recognized accrediting agency; Must have a minimum 3 years of hospital experience within the United States; Must have worked within a hospital lab setting as a Cytotechnologist in the last six months; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date 3.1.12 Laboratory Autopsy Assistant or Laboratory Pathologist Assistant QualificationsDRAFT Successful completion of 1 year of study that included study in medical, health, or related fields. Must have a minimum 3 years of hospital experience within the United States; Must have worked within a hospital lab setting in the last six months; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date. 3.1.13 Medical Transcriptionist or Pathology Transcriptionist Qualifications Must be able to type 50-60 words per minute; Must have a minimum 1 year of pathology transcription experience within the United States; Must have worked within a pathology setting as a pathology transcriptionist in the last twelve months; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date. 3.1.14 Vascular Ultrasound Technologist or Vascular Technologist Qualifications Must be registered by the American Registry of Diagnostic Medical Sonographers (ARDMS) as a Registered Vascular Technologist (RVT); Must have a BCLS certification and demonstrated expertise in Vascular ultrasound; Must have a minimum 3 years of hospital experience within the United States; Must have worked within a hospital lab setting as a Vascular Ultrasound Tech in the last six months; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date. 3.1.15 Sterile Processing Technician Qualifications Provide evidence of demonstrated sterile processing competence to perform appropriate service; Must have 1 year of experience in Sterile Processing practices; Must have worked within a hospital lab setting as a Sterile Processing Technician in the last six months; Provide evidence of current professional liability insurance; Be available to work for the VA at least six (6) months after start date Two years of education above high school that included at least 12 semester hours in courses related to Sterile Processing.
