Description
This is a Request for Information (RFI) pursuant to Federal Acquisition Regulation (FAR) 15.201(e). The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited, except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. Although ""proposal"" and ""offeror"" are used in this RFI, your response will be treated as information only. It shall not be used as a proposal. The Naval Research Laboratory (NRL) is searching for potential sources that are capable of performingthe next phase of research for the performance of research and implementation of prototyped development in signal generation techniques across the radio frequency (RF) spectrum employing high levels of power. The future contract will refine and implement the techniques, hardware, and software based upon the prototypes developed and evaluated in a previous contract. These signal generation techniques will be employed for atmospheric research and spacecraft and/or aircraft calibration. This effort may require access to SCI programs. The Awardee will continue the research signal generation techniques across the RF spectrum, with various signal parameters which will include, but may not be limited to, pulse-widths, pulse repetition intervals, and EIRPs. These pulses will be turned into RF energy that will be transmitted in very narrow beams at extremely high power levels fromlarge (greater than 55 foot) custom-designed apertures designed by the Navy to precisely target centimeter-sized components. There will be no allowance for signal spillage either to another component on the targeted vehicle or to other vehicles in proximity to the target. The Awardee will also research, design and develop, and modify associated software and hardware combinations needed to generate the most efficient signals for use with the Navys space and airborne assets. This is an initial posting related to this potential requirement. The intent of this RFI/Source Sought is to gauge industry interest, capabilities and relevant experience to support NRL personnel in performing the task areas listed above. A Statement of Work will not be provided at this time, however a Personnel Qualifications document is shared for potential Offerors consideration. If your organization has the capability of performing these services NRL asks that interested parties, at a minimum, supply the following information: Business name and address; Name of company representative, business title and email; Telephone number, address, and e-mail address of POC Large or Small Business Size and Type of Small Business (if applicable); Cage Code; DUNS Number; Interested businesses should submit a brief capabilities statement package (no more than five pages) demonstrating their ability to perform the services required under this posting. Demonstrated past performance providing similar services should be detailed, if applicable. Submission of Information: All information and data received in response to this posting marked or designated as corporate or proprietary information will be protected as such. Please include thisnotice number on all documents and email correspondence. Classified Material shall not be submitted. Please transmit responses by e-mail to Richard Waterstreet, Contract Specialist, at Richard.waterstreet@nrl.navy.mil in either Microsoft Office or .pdf format. All responses must be received on or before 5:00PM, (EST), 31 July 2020. This is not a request for proposals. Phone solicitations or emails regarding the status of thissources sought will not be accepted.
