- This notice is not a request for proposals. This presolicitation/synopsis notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions and FAR 5.204 requiring dissemination of information for presolicitation notices. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to issue a solicitation for facility improvements, including repairs and renovations. �This construction project includes interior renovation/repairs to NUWCDIVNPT Building 1319 Lobby (originally constructed in 1996). The project includes demolition, flooring replacement, ceiling replacement, lighting, wall construction, and provision of acoustical doors.� Onsite contractor supervision will require two (2) qualified individuals serving the roles of superintendent, quality control manager, and site safety and health officer. This is a Design-Bid-Build project with full plans and specifications (attached). This solicitation will be issued as a 100% small business set aside. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 236220 with a size standard of $39.5 Million. Magnitude of Project per FAR 36.204 is between between $100,000 and $250,000. The Government anticipates award of a single firm fixed price type contract. The project will be awarded by 9/30/2020.� Completion will be 180 days after notice to proceed. �All responsible and fully responsive small business firms may submit an offer which will be considered by the Agency. Solicitation/Request for Quote (RFQ) will be made available for download on or about July 10, 2020 at https://beta.sam.gov/ Each potential offeror is responsible for checking the beta.SAM website to gain all current information related to the solicitation. The estimated due date for proposals will be August 12, 2020; however, the actual date offers are due will be stated within the solicitation documents. NOTE: TECHNICAL INFORMATION IS REQUIRED AS PART OF PROPOSAL SUBMISSION- PLEASE CAREFULLY REVIEW SECTIONS AND L AND M OF THE SOLICITATION All Offerors doing business with the Government are required to be registered with SYSTEM FOR AWARD MANAGEMENT (SAM) (this replaces the former CCR and ORCA). Proposals cannot be accepted unless the Offeror is registered in SAM. For additional information and to register in SAM, please access the following web site: http://www.sam.gov. In order to register with the SAM and to be eligible to receive an award from this acquisition office, all Offerors must also have a Dun & Bradstreet Number (DUNS). A DUNS may be acquired free of charge by contacting Dun & Bradstreet on-line at https://www.dnb.com/product/eupdate/requestOptions.html or by phone at (800) 333-0505. A Site Visit will be conducted on July 16, 2020 at 1000 AM, EST. Participants will meet at NUWCDIVNPT Building 80. Interested attendees must pre-register by e-mail to Michael.h.broomfield@navy.mil . Please provide the individual�s name, company, phone and e-mail address. Registrations will be accepted until 4:00 PM (EST) on July 13 2020. The following rules apply for the site visit: (a) This will be an Unclassified site visit (b) The site visit will be scripted, no questions will be allowed during the tour (c) Follow-up questions can be submitted via email to Michael.h.broomfield@navy.mil. (d) The use of any type of camera during the site visit is prohibited. In addition to pre-registration and in order to participate in the Site Visit, participants MUST have an approved Visit Request. COVID-19 Requirements: Please review attaced Covid Questionnaire, and follow the most up to date CDC guidelines in determining access to the Government Facility. Face coverings must be worn at all times. Additionally, if travelling from outside of a 60 mile radius of NUWCDIVNPT, participants must specify their departure location addresses (city/state). A wage determination and Visitor Request Information document have been posted.
