Solicitation Number: 12FPC320Q0047 Notice Type: Presolicitation Synopsis: The United States Department of Agriculture (USDA) Farm Production and Conservation � Acquisition Division intends to issue a Request for Quotations (RFQ) in accordance with FAR PAR 13 on behalf of the USDA - Natural Resource Conservation Service (NRCS) for an Emergency Watershed Protection (EWP) project in Craig County, Oklahoma. The work will consist of furnishing and installing rock riprap, including filter, bedding, or crushed rock as specified in the specifications provided in the forthcoming solicitation. The solicitation will be a Total Small Business set-aside.� Interested contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. The full solicitation package including construction drawings, specifications, schedule of items, and wage rates will be posted and available from this website on or around July 23, 2020.� A firm fixed price construction contract is anticipated under Simplified Acquisition procedures in FAR Part 13 and FAR 36 will apply.� Request for Quotes are being solicited, and can be supplied via email or carrier of your choice.� Award will be made to the responsible offeror representing the best value to the government. An alternative form of payment protection will be required after award in the form of either a Payment Bond (SF-25A) or an Irrevocable Letter of Credit (ILC), in the amount of 100% will be required within 10 calendar days of award of the contract. The anticipated period of performance for this project is 9 calendar days from the date the contractor receives the Notice to Proceed (NTP). �In accordance with FAR 36.204, the estimated magnitude of the projects is between $25,000 and $100,000.� The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction.� The Small Business Size Standard for this NAICS is $39.5M.
