Description
AMENDMENT 0001 IS ATTACHED ALONG WITH QUESTIONS AND ANSWERS. The contract will provide synchronous, online foreign language courses via a Virtual School with interactive whiteboard, real-time audio and video. The Virtual School must operate with little-to-no lag time, delay or connection failure and be supported with redundant power, servers, databases and internet capabilities to eliminate downtime due to system failure and/or power outages; adaptable to lower bandwidth. The contractor will recruit, develop, and manage a cadre of eMentor instructors who can provide language instruction and assessment from ILR skill level 0 through ILR skill level 3+. The contractor will employ computer algorithms to students based on language, proficiency level, and availability days, times, and time zones. A helpdesk team will monitor and support every class that runs, regardless of when the class takes place. One or more members of the helpdesk team will be on call whenever classes are in session (30 minutes prior and throughout the class session). The contractor will provide instruction for the 95 languages listed in the Performance Work Statement (PWS), plus additional languages within 90 days of notification by the government. On day one of contract start, the contractor is responsible for scheduling courses for the Top 20 most frequently scheduled languages outlined in the PWS. The contractor is responsible for scheduling courses for all remaining languages listed in the contract within 90 days of contract start. eMentor instructors will instruct and explain the cultural, technical and military concepts, vocabulary, and terms required of eMentor curriculum. Instructors will integrate discussions on current geo-political events that apply to established eMentor curricula. Instructors will tailor discussion to the careers and professional interests of the Airman. See attachments for full requirement.
