- DESCRIPTION: The National Institutes of Health - NICHD intends to procure the services of a contractor to provide a TMS Stimulator, coils Package (100 Hz), EMG Interface Module and related components along with installation, training and services. Core Clinical Neuroimaging Research has an urgent need for a Stimulator that can operate at frequencies ranging from 1Hz to 100Hz, and can achieve 41Hz stimulation at 100% power level to achieve higher frequency stimulation at higher power, making it extremely versatile in performing most protocols currently being used in the field of neuroscience research and therapy. This equipment is needed to support new protocols about to start in the CNIRC group. The TMS equipment will be used to explore behavioral brain differences in HCV and AUD subjects. It will also be used to explore treatments for AUD subjects. Magstim is one of the pioneering manufacturers of TMS devices. Majority of TMS research and publications (including at NIH) are based on the studies conducted using Magstim TMS devices.� Magstim sells and services directly and uses no distribution partner. One of the technical advantages of Magstim device for our clinical research purposes is that it uses a proprietary �Energy Recovery System� (ERS) stimulator that ensures that every single pulse generated by the Rapid line of stimulators is of identical amplitude. �Unlike other devices on the market Magstim devices experience no pulse decay or �roll-off.��This enables the Lab to not only to ensure consistent application of the stimulus to individual participants but also allows the researchers to consider amplitude of stimulation as �dosage.� In this manner they can quantify the effectivity of an experiment over the others in optimizing the efficacy and minimizing the potential discomfort to the participants. Since MagStim is widely used at NIH, the Lab will be able to collaborate and make use of NIH expertise in designing and implementing TMS protocols.� They can use other Labs� compatible components instead of purchasing new devices to match the same protocols and achieve consistent results. This proposed procurement is for a service for which the government intends to solicit and negotiate on a sole source basis to Magstim Inc., located at Eden Prairie, MN. In order to comply with the requirements in this Special Notice, the responses should be based on our interpretation of the general requirements provided below. Note 22. The proposed contract action is for a continuation of previous services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice of intent is not a request for competitive quotes. However, all quotes received within the time and date of publication of this ""Special Note 22"" will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration and submit a price quotation by 12:00 pm, ET, July 21st 2020.
