- DESCRIPTION: The National Institutes of Health - NICHD intends to procure the services of a contractor to provide an IMAGER M 2 SENSOR HEAD DIGITAL SENSOR- 103M system to investigate the functional connectivity of cortical activation during a mental arithmetic task using fNIRS -� a novel analytic procedure to assess cognitive function. Machine learning will be used for detecting and identifying patterns in fNIRS dataset. By using feature extraction while also feeding more than one or two features to k-means clustering, we expect to have a better characterization of brain activity during a Mental Arithmetic task. The device is a custom-made brain imaging system which can be deployed at point of care in underserved or remote location for assessing the brain function of children while performing arithmetic tasks. It consists of a Battery run Mobile Imager, 2 Sensor Heads or Digital Sensor Cable and 3 times 18 optodes able to cover prefrontal cortex and through the hair in the occipital and parietal regions of the brain. This proposed procurement is for a service for which the government intends to negotiate with one source, Fnir Devices located in Rockville, MD.�� In order to comply with the requirements in this Special Notice, the responses should be based on our interpretation of the general requirements provided.� Interested persons may identify their interest and capability to respond to the requirement or submit quotations. This notice is not a request for competitive quotes. However, all quotes received within the time and date of publication of this ""Special Notice� will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement. HOW TO RESPOND: In order to compete for this project, interested parties must be registered in the Central Contracting Registration/SAM and submit a price quotation by 10:00 am, ET, July �21st 2020. Offerors should submit one copy of the quote to MOE FILALI via email. Electronic transmissions to Moe.Filali@nih.gov are preferable but must be timely. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above.
