Description

NASA LaRC has a requirement for a Nuclear Magnetic resonance (NMR) Spectrometer to replace a Bruker 300 MHZ AVANCE Console and Nuclear Magnetic resonance (NMR) that has logged over 20 years of service. Because NASA researchers rely on the ability to access the existing 20 years of data files stored from the current Bruker system and are trained in its operation, NASA intends to procure an AVANCE NEO NMR Spectrometer 400 NanoBay High performance Digial NMR Spectrometer from Bruker Biospin Corporation. This historical data is only accessible utilizing Bruker�s proprietary TopSpin software. Bruker is the only manufacturer and distributor of the AVANCE NEO 400 Nanobay Spectrometer. In order to ensure ease of transition, consistency to those utilizing this equipment and to preserve and utilize historical data NASA LaRC intends to purchase this device as a sole source procurement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00 p.m. eastern standard time on 7/15/2020. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
