Description
Notice of Intent to Sole Source This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), Geology, Minerals, Energy, and Geophysics (GMEG) Science Center intends to negotiate a purchase order with Riegl USA for a terrestrial laser scanner and peripherals described in the attached Salient Characteristics. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures, Subpart 13.5 entitled, Simplified Procedures for Certain Commercial Items. The Riegl brand TLS system has unique capabilities both in regard to the hardware product features and to the integration with existing USGS GMEG hardware (valued at $100,000) and software expertise. The Riegl TLS product is capable of capturing data at long-range (2,500 meters) and at high accuracy (5 mm) which are required by a multitude of ongoing and future landslide-related projects funded by LHP. The Riegl TLS product can also collect color and infrared pixel data via integrated Nikon and Infratec cameras. Finally, the Riegl TLS system will integrate with existing hardware and software expertise (RiScan Pro software) of GMEG staff members. GMEG staff have already been trained on the Riegl data collection software and thus a significant time investment in the Riegl brand has already been made. Because there is a need for system continuity (i.e., to maintain existing expertise and compatibility with these systems), the Riegl-brand TLS system is the only product that meets this need. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The North American Industry Classification System (NAICS) code 334519 Other Measuring and Controlling Device and associated size standard of 500 - number of employees apply to this announcement.
