REQUEST FOR INFORMATION (RFI) No. 80GSFC20R0046 The National Aeronautics and Space Administration (NASA) will release a Cooperative Agreement (CAN) to establish a Heliophysics Science Center (HSC) for basic and applied research in areas related to NASA Strategic Goals in the field of heliophysics.� NASA would like to survey the market for potential sources for planning purposes only.� This notice is not a formal Request for Proposals (RFP) or Request for Quotes (RFQ), or an invitation for Bid (IFB).� No awards will be made from the responses to this announcement.� The Government will not reimburse any costs associated with the development and submission of materials in response to this request. NASA is inquiring for any potential sources capable of carrying out observational, experimental, and theoretical research in support of NASA strategic heliophysics science objectives. This procurement is a follow-on to the current Center for Research and Exploration in Solar-Planetary Science, Cooperative Agreement Number NNG11PL02A, and Center for Research and Exploration in Solar-Heliophysics Science, Cooperative Agreement Number NNG11PL10A. The goal is to establish a partnership that will continue to bring external scientists to work cooperatively with GSFC scientists in support of NASA�s strategic goals in heliophysics.�This partnership will continue to expand on the capabilities and strengths of the participating organizations in the area of heliophysics, provide organization and staffing flexibility to adapt to evolving research program needs, increase the involvement of under-represented groups in heliophysics science, and facilitate access to student talent by providing them with opportunities to participate in NASA programs.� As part of this collaborative effort, potential areas in which research will be conducted may include: Heliophysics:� the Sun; the interplanetary medium; the magnetosphere; the ionosphere, thermosphere, and mesosphere; other planetary atmospheres and space plasma environments; local interstellar medium and the interactions and couplings among these physical regimes; The informational and computational science and engineering related to the unique needs of data systems and models required to interpret data from Heliophysics science missions; and The development of instrument technology and theoretical techniques required to meet these scientific challenges. The work in these research areas covers a range of activities such as scientific modeling and data analysis, software development, field measurements, scientific instrument design and development, data processing systems support, scientific documentation, and public and community outreach. NASA requests that interested parties, at a minimum, supply the following information. Business name and address Name of company representative, title and email Telephone number, address, and email address of POC Type of business (large, small, non-profit, educational institution, etc. Cage Code DUNS A brief capabilities statement package (no more than five pages) demonstrating their ability to perform research activities under the mentioned areas.� Demonstrated past performance performing similar services should be detailed, if applicable. It is anticipated that the CAN will be released with proposals due in the first quarter of the Federal Government Fiscal Year.� The expected award date is on or about April 15, 2021.� All information and data received in response to this notice marked or designated as corporate or proprietary information will be protected as such.� Please include this notice number on all documents and email correspondence.� Please transmit responses by email to Odessia Becks, Contract Specialist at Odessia.H.Becks@nasa.gov in either Windows Microsoft office or PDF format.� All responses must be received on or before July 6, 2020.
