- CAUTION The Government is conducting market research to identify sources that have experience with the Lean Depot Management System (LDMS) and the expertise to maintain the infrastructure to support and sustain LDMS within existing USAF legacy systems.� This requirement is specifically for the USAF Gunsmith Shop (GSS)/Small Arms Light Weapons Depot (SALWD) who has a requirement to sustain LDMS within their unique depot repair operations.� The Air Force has not made a commitment to procure any of the items/services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although �proposal� and �offeror� are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This Request for Information is issued for the purpose of market research in an effort to overcome barriers to competition. Purpose This requirement is to provide the GSS/SALWD and the Small Arms Program Office (SAPO) with LDMS user support, accounts, help tickets and server administration (backups, security, patches, hardware, failures, etc.).� The information provided in the RFI is subject to change and is not binding on the Government.� Some of the services and support tasks are, but not limited to: In LDMS, assist with uploads of equipment inventory, parts/kits, customer names, vendors, tooling, Illustrated Parts Breakdowns ������� Contractor expertise shall be required for all LDMS Functional areas.� � Brief Description The GSS performs small arms and light weight depot repair and provides weapons sustainment in support of the SAPO.� Systems include ground-fired rifles, carbines, handguns, grenade launchers, shotguns, and machine guns.� They also modify and manufacture special tools and fixtures.� Gunsmiths may perform weapons inspections and repairs on all small arms and light weapons assigned to the Air Force.� They evaluate and provide technical solutions to complex small arms problems.� In addition, they assist in evaluating new and emerging technologies to be used in the small arms arena to satisfy new requirements.� Gunsmiths also support the USAF Shooting Team, National Match, Royal Air Force Atlantic Challenge, Defender Challenge and other competitions as requested and approved.� Gunsmiths provide rapid response affecting the entire Air Force, complete weapons system or satisfy an urgent and compelling war fighter�s need. The GSS provides a unique capability that does not exist in base intermediate shops or DoD depot-level overhaul facilities. LDMS sustainment allows continued visibility and traceability of all weapons/parts to meet Financial Improvement and Audit Readiness (FIAR) compliance.� This will also facilitate the GSS in operating and functioning as a depot repair facility and keeps them aligned with maintenance information systems already in use today by other USAF depots. As an integral part of the AF maintenance and supply data tracking, it must maintain an interface/data exchange with current legacy and future systems to include but not limited to: D043-Master Item Identification Control System � The contractor shall actively and responsively coordinate with designated GSS and SAPO team members participating in LDMS sustainment operations. � Expertise and Skills Sought Program Management Support At least 5 years of experience managing software, server administration, or database projects. � System Operational Support At least 5 years of experience supporting and managing one or more servers within the U.S. Air Force network infrastructure At least 5 years of experience supporting and managing databases within the U.S. ��������� Air Force network infrastructure At least 3 years of experience working with legacy supply systems such as D043 and D035K and associated integration At least 3 years of experience working with Lean Depot Management System integration DoD approved information assurance workforce certifications for necessary IA personnel as listed in the current version of DoD 8570.01-M. At a minimum: CompTia Security+ is required for the System Administrator (SA), Database Administrator (DBA), and Information Assurance Officer (IAO) The contractor shall possess at a minimum the following: � Intensive and progressive knowledge and experience with LDMS and related infrastructure to ensure proper interface with existing legacy systems User help desk and DD2875 validation LDMS help desk support for troubleshooting and report functions� Note: THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide sustainment support for the Lean Depot Management System.� The information provided in the RFI is subject to change and is not binding on the Government.� The Air Force has not made a commitment to procure any of the items/services discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.� All submissions become Government property and will not be returned. Describe your configuration management processes and how you identify and resolve issues within LDMS software development and requirements traceability.� What are the particulars associated with LDMS licenses? Describe your process for maintaining inventory records and reporting on hand/in work balances and status to your customer. Engineering Requested Information Describe your immediate capabilities and experience with the LDMS Describe your ability to modify LDMS software, test changes, and integrate new source code into the current LDMS build without adversely affecting existing LDMS functionality. Describe your experience in developing, deploying, and supporting LDMS or a similar Maintenance Data Collection information system in a USAF depot or repair facility. Commerciality Requested Information If you offer this product and/or service to both U.S. Government and commercial sources, is the same workforce used for both the U.S. Government and general public? How do you support your product after it has been sold and delivered to the customer (i.e., resolving problems, design practices which avoid obsolescence, developing manual updates)?
