All information received in response to this notice that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this Sources Sought notice. Synopsis This is not a solicitation announcement. This is a Sources Sought synopsis only with the purpose of gaining knowledge of potential qualified sources and their size classification relative to the appropriate North American Industry Classification System (NAICS) 621111, Offices of Physicians - except Mental Health Specialists (Size Standard: $12 Million). Responses to this Sources Sought synopsis will be used by the Government to make appropriate acquisition decisions and are not considered adequate responses to a potential future solicitation announcement. After reviewing all responses to this synopsis, a solicitation announcement may be published via the Contracting Opportunities website. Responses to this Sources Sought synopsis are not considered adequate responses to the anticipated solicitation announcement. All interested offerors will have to respond to the actual solicitation announcement, in addition to responding to this Sources Sought announcement. The Department of Veterans Affairs, North Texas Veterans Health Care System (VANTHCS) is seeking sources that can provide onsite Therapeutic Medical Physicist and Dosimetry services, solely for Veteran beneficiaries of VANTHCS, located at 4500 S. Lancaster Rd, Dallas, TX 75216. The facility needs one (1) full time equivalent (FTE) Board Certified Therapeutic Medical Physicist Chief; one (1) FTE Board Certified Therapeutic Medical Physicist; and one (1) FTE Dosimetrist for its Veteran beneficiaries. Payments under the contemplated requirement would be made on an hourly basis. The VA defines one (1) FTE as 2,080 hours. The contractor s key personnel will be required to obtain credentials and a background check from the VA. All VA Radiation Oncology Services are accredited by the American College of Radiology (ACR) and follow the standards & guidelines set forth by the ACR. As such any Contractor providing on-site radiation oncology services must adhere to all the ACR Guidelines & Technical Standards for Radiation Oncology: http://www.acr.org/Quality-Safety/Standards-Guidelines/Practice-Guidelines-by-Modality/Radiation-Oncology http://www.acr.org/Quality-Safety/Standards-Guidelines/Technical-Standards-by-Modality/Medical-Physics Contractor s key personnel shall have knowledge of professional care theories, principles, practices, and procedures to serve radiation oncology patient population. Contractor s provider(s) shall demonstrate knowledge of growth and development, and pathophysiology of disease processes specific to the radiation oncology patient population. All contracted key personnel must be appropriately certified. All continuing education courses required for certification must remain current. Chief Therapeutic Medical Physicists and the other Therapeutic Medical Physicists must be Board Certified in Medical Physics or Therapeutic Medical Physics by the American Board of Radiology (ABR) and maintain licensure with the Board of Licensure for Professional Medical Physicists, if applicable. Medical Dosimetrist(s) must be a Certified Medical Dosimetrists (CMD), certified by the Medical Dosimetrist Certification Board. The medical practice and patient care provided by contractor key personnel shall be evidence-based best practices that meet or exceed all standards of professional practice and performance measures applicable to VANTHCS medical professionals. Professional organizations or governing bodies such as ACR, American Society for Radiation Oncology (ASTRO), American Association of Physics in Medicine (AAPM), American College of Radiation Oncology (ACRO), The Joint Commission (TJC), American Hospital Association (AHA) and National Health Physics Program (NHPP), or VHA Directives, define specify physics requirements are expected to be met by the contractor in accordance with the standard of care for Therapeutic Medical Physics. The contractor shall provide the range of services as would be provided in a state-of-the-art civilian medical treatment facility. Contractor s radiation oncology standard of care shall be of a quality that meets or exceeds currently recognized VA and ACR national standards. The description of services contained herein does not constitute the complete description of the contractor s anticipated obligations. Responses The government intends to award a single contract to purchase the services listed above. Responses to this Sources Sought synopsis should include the following: company name, address, point of contact, phone number, email address, capability statement, and business size pursuant to the NAICS Code 621111, Standard Size $12 Million. CST. Responses must be received via e-mail only. Telephone, fax, or mail responses will not be accepted. This notice is to assist the VA in determining sources only. A solicitation is not currently available. If a solicitation is issued it will be announced at a later date and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
