- N0016416GWS96 � JOB ORDER N016420FW133 � SOLE SOURCE �� SUPPLIES � Antenna Emulators based on the Modified Scanner Antenna Warfare (ASW) -FSC 5865 � NAICS 334511� Synopsis: Issue Date: 7 JUL 2020 � Closing Date: 21 JUL 2020 � 3:00 PM Eastern Time� Solicitation: Issue Date: 7 JUL 2020 � Closing Date: 21 JUL 2020 -3:00 PM Eastern Time� ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for Naval Surface Warfare Center (NSWC) Crane has a requirement for design, build, test, and delivery of antenna emulators based on the Modified Scanner Antenna Unit (MSAU) P/N 4182AS0100-001 for both Electronic Support Measures (ESM) and Anti-Submarine Warfare� (ASW) Signal Intelligence (SIGNINT) test purposes. The antenna� Emulator will be used for test purposes in place of an actual antenna to eliminate antenna spinning. One First Article Emulator will be procured along with three Production Unit Emulators. �� FOR SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, (Cobham Advanced Electronic Solutions, 305 Richardson Rd., Lansdale, PA 19446 ), under the authority of FAR 6.302-1(a)(2) (ii). This is being sole sourced because only one source will satisfy the requirement. The basis for restricting competition to Cobham Advanced Electronic Solutions is that competing the award would result in substantial duplication of costs to the Government that would not be expected to be recovered through competition. Awarding these requirements to another source would also create unacceptable delays in fulfilling the agency's requirements. Performance of these requirements by a source other than Cobham Advanced Electronic Solutions would require development and reproduction of a new system, which would in turn would require new and additional laboratory, ground, and flight testing and qualification from component level through full-up P-8A weapons system performance, resulting in extensive additional costs and delays.� Contractors must be properly registered in the System for Award Management (SAM).
