- SYNOPSIS OF PROPOSED CONTRACT ACTION/PUBLIC ANNOUNCEMENT PRE-SOLICITATION NOTICE W9123820R0070 This is a synopsis of a proposed contract action / pre-solicitation notice for commercial items prepared in accordance with the format in Federal Acquisition Regulation subpart 5.207, as supplemented with additional information included in this notice.� This announcement constitutes only the public announcement of a pre-solicitation notice (including intent to issue a sole source award to Resource Management Associates to provide Hydrologic and Hydraulic Engineering Software Development for the USACE Hydrologic Engineering Center); it is not a solicitation.� This action will be conducted under FAR Part 12 procedures. This is the predecessor action to the action described at the following sources sought posting (W9123819S2843): https://beta.sam.gov/opp/d3b0c1e9f18848f8a3c7b3d074b632fc/view?keywords=czech&sort=-relevance&index=opp&is_active=true&page=1¬ice_type=r&refresh=y The United States Corps of Engineers, Sacramento District, is anticipating to issue a sole source solicitation (on or about 07-17-2020).� in accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to award a Single Award Task Order Contract (SATOC).� The Product Service Code is D302.� The North American Industrial Classification System Code is 541511 Custom Computer Programming Services, with a small business size standard of $27.5M.� Contracting Office Address: �United States Corps of Engineers ����������������������������������������������� ����������� 1325 J Street ����������������������������������������������������������� Sacramento, CA 95814 Duration of Contract Period: Twelve-month base period plus one twelve-month option period.� Task orders will be issued individually on a firm-fixed-price basis, using the price schedules established at time of award. Description of Services: The Contractor will provide highly specialized hydrologic and hydraulic software engineering modeling, development, and verification services in support of continuing software development projects for the USACE, Institute for Water Resources, (IWR) Hydrologic Engineering Center (HEC). The type of funding upon which this contract will be awarded are Research and Development and Civil Works (CW) Water Resources development appropriations. The mission of the Hydrologic Engineering Center (HEC) is to serve as the USACE Center of Expertise (CX) in the technical areas of surface and groundwater hydrology, river hydraulics and sediment transport, hydrologic statistics and risk analysis, reservoir system analysis, planning analysis, real-time water control management and a number of other closely associated technical subjects. HEC's primary goal is to support the nation in its water resources management responsibilities by increasing USACE technical capability in hydrologic engineering and water resources planning and management. In addition to supporting Continental United States (CONUS) USACE Division and District Offices, HEC provides technical support to the Corps overseas missions to include, but not be limited to, Afghanistan and Iraq.� Additionally, HEC provides specialized services to other Federal, State and local agencies, Universities, and international agencies engaged in these technical areas. The primary way HEC accomplishes this mission is by developing state-of-the-art, highly specialized software tools and bringing them to state-of-the-practice that are reliably used by water resources engineers and planners. Since its inception in 1964, HEC has been developing and integrating software tools that support the water resources computing requirements for Corps field offices, headquarters, laboratories, and other Federal, state and international agencies. Over the last 54 years, the software created by HEC has been developed in many software programing languages.� Currently, the majority of the coding is done in the Java programming language, but portions also include FORTRAN, C/C++ and Visual Basic.net. The tasks required by HEC to accomplish its mission include software development, testing, documentation, providing maintenance and debugging of existing software, specific assistance in applied research, engineering analysis, program design, and training. Utilizing some 9 million lines of code developed by HEC over time, software programs/models are developed using a variety of productivity tools that enable fielding the products in a multi-platform Corps field office environment. [If a software program is developed to run on multiple operating systems, it is considered to be �multi-platform�. HEC�s software can run on a Windows platform as well as Solaris and Linux.� That means the HEC software can be run from a PC or a server.� This capability is important when multiple people are running the same software from one location, i.e. a server.] HEC�s goal in developing the CX software is multi-user application in a network environment employing state-of-the-art use of Graphical User Interface (GUI), graphic display, database, visualization, map and animation technology, using object-oriented programming concepts. Typical services include: a) Enhancing the Corps Water Management System (CWMS) and Real-Time Simulation program (HEC-RTS); b) Enhancements of the time series data management system HEC-DSS and HEC-DSSVue; c) Development and enhancements of the next generation hydrologic engineering computer program family, including 1) Hydrologic Modeling System (HEC-HMS), 2) River Analysis System (HEC-RAS), 3) Flood Damage Reduction Analysis Package (HEC-FDA), 4) Reservoir System Simulation (HEC-ResSim), 5) Watershed Analysis Tool (HEC-WAT) and the Flood Risk Analysis Extension (FRA), 6) Flood Impact Analysis (HEC-FIA), 7) Prescriptive Reservoir Model (HEC-PRM), 8) Ecosystem Functions Model (HEC-EFM) and its associated software, 9) Statistical Software Package (HEC-SSP), 10) Regime Prescription Tool (HEC-RPT), and d) Miscellaneous improvements to other software packages. The majority of coding on these projects is done in the Java programming language, but portions also include Fortran, C/C++ and Visual Basic .net. The contractor will provide task specific assistance in applied research, engineering analysis, program design, software development, testing, documentation, and training. Software will be developed using a variety of productivity tools that enable fielding the products in a multi-platform Corps field office environment. The software is targeted for multi-user applications in a network environment employing state-of-the-art use of Graphical User Interface (GUI), graphic display, database, visualization, map and animation technology, using object-oriented programming concepts. Under this IDIQ, the IDIQ Holder/Contractor will undertake specific tasks associated with hydrologic engineering software design and prototyping, software coding, testing, documentation, training, applications, and deployment for HEC software development projects. Task Orders will be issued defining the specific task to be undertaken and product(s) to be developed. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.� All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel the Sole Source Award.
