Description
In accordance with FAR 13.501(a)(2)(ii) for sole source contracts exceeding the simplified acquisition threshold, the Export-Import Bank of the United States (EXIM) will award sole source purchase order for Oxford Economics Global Economic Model (OE GEM).� The vendor, Oxford Economics is located at 5 Hanover Square, 5th Floor, New York 10004. CREA and EXIM Bank previously used EIU Country Data, but the EIU platform did not allow the manipulation of a truly-global macroeconomic model in order to stress-test, analyze shocks or plan scenarios at the country, industry and World levels. Since November 2019, CREA has been without a robust working tool to support its analyses. The OE GEM is a state-of-the-art product which will greatly facilitate the kind of country analysis required by EXIM & the Interagency Country Risk Assessment System (ICRAS). ICRAS determines the country risk ratings utilized for all U.S. government international loans, guarantees and insurance. The NAICS Code is 518210 for this proposed award. The period-of-performance will be five-years inclusive one a base-year of 12-months with 4 additional option periods. This notice of intent is not a request for competitive quotes; however, interested persons may identify their interest and submit their capabilities electronically to respond to this notice by Friday, July 10 at 10:00am Eastern Standard Time (EST).� A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Any vendors who believe they can provide the supplies/services required can provide proof of their ability to meet the requirements should email their company's capabilities information to the attention of: Contracting Officer Kevin Alexander at kevin.alexander@exim.gov .
